520 |b AL- Neelain University endeavours, in its mission and vision, to excel in all the educational and research fields, and the various activities which it offers, for the service of the community. The objective is to formulate and build the distinguished individual who is able to achieve the aspirations of his nation in a better life, which stem out of its heritage and traditions. The purpose is to make these heritages and traditions powerful in face of the challenges of the epoch and acquire the essence of knowledge which qualifies it to lead progress, advancement and prosperity. The major transformations which occurred in societies during the last few decades had imposed cumulative concepts and values. The most important of these, was the focus on quality. This is dictated by the globalization, privatization and the market mechanism phenomena. Thus, it became necessary for the higher education institutions to respond favourably to those transformations; and adopt the concept of the Total Quality Management (TQM) concepts and to excel, according to the internationally recognized standards; so as to fulfill the need and requirements of societies. Hence, the ability of any society to manage its institutions efficiently and effectively is not accomplished by what the society enjoys in terms of cultural inheritance and natural resources; but by the capacity of those institutions in terms of the capabilities, energies and the qualifications of skills owned by individuals. This study deals with the quality elements and standards in higher education; starting with the admission of students and the type of the pre - university preparatory qualifying. Then, it delves into the specifications and qualifications of the educational institutions, as far as the recruitment and qualifying the university lecturer is concerned. Then, his fellow - up to adopt in his work; according to the changes of situations and the development of academic and educational research; on the local, regional and world levels. Then, the study turns to the educational environment and structure, in as far as the general atmosphere, the traditional and the modem technological aids are concerned. Then, there is the adapting of these means for academic acquisition and the increase of understanding and absorption of students; and the care for this process, to reach their empowerment and excellence in the various fields of modem management. This study does not ignore the halls of study and the standards of laboratories, in a way which agree with the need of the educational race on the world level, it also cares for scientific research, to develop the capacities for innovation and enhancement of the spirit of excellence and team work. Therefore, the case of AL - Neelain University is, in the beginning, the reminiscence of Cairo University - Khartoum Branch, formerly, is represented by distinguished Faculties and Schools, on the level of the Faculties of Law, Arts and Commerce. These Faculties have a venerable and distinguished experience on the level of the region. This experience grew and developed through the second half of the past century. The University is still working for developing them; in accordance with the regional and world standards. AL- Neelain University, at present, operates according to a strategy by which it tries to reach an educational level which may achieve quality on both the national and the regional levels. The purpose is to overpass the economic depression crisis and the promotion of development and it sustainability, through the preparation of the qualified human cadres, to play these roles. Such roles are linked with an intellectual and cultural line which draws it inspiration from the rational values and origins, according to national objectives which are linked with the core of the natural resources, with the positive assuming of world modem and development opportunities. Quality, thus, remains in its philosophical framework and contractual dimension, a behavioural value; in terms of performance and practice. The ancient Japanese wisdom says that: “quality is leadership - quality is leadership - quality is leadership” This means that the power of percepting the correct vision, the proper planning and the ability to provide incentives and motivations about this leadership, is the way to execute the difficult tasks and high ideals ends. The famous German proverb says that: “Gute Dinge braucht Weile”, (i. e. innovation or good work requires patience). 
520 |a تسعى جامعة النيلين في رسالتها ورؤيتها للتميز في كافة المجالات التعليمية والبحثية وفي شتى الأنشطة التي تقدمها الجامعة إن سبيل خدمة المجتمع، هادفة بذلك لتكوين وبناء الفرد التميز والقادر على تحقيق تطلعات أمته في الحياة الأفضل مع الحفاظ على مقوماتها الأساسية النابعة من تراثها وتقاليدها لتكون صامدة أمام تحديات العصر ولتمتلك ناصية العلم الذي يؤهلها للأخذ بأسباب التقدم والرقي والازدهار. فلقد فرضت التحولات الكبيرة التي طرأت على المجتمعات خلال العقود القليلة الماضية جملة من المفاهيم والقيم، كان أبرزها التأكيد على مبدا الجودة وذلك بفعل ظواهر العولمة والخصخصة وتجارة السوق، وبات من المعلوم ضرورة أن تستجيب مؤسسات التعليم العالي لتلك التحولات وتبنى مفهوم إدارة الجودة الشاملة والتميز قياسا مع المعابير التعارف عليها عاليا والتي تتوافق مع حاجيات المجتمع ومتطلباته، فقدرة أي مجتمع على إدارة مؤسساته بكفاءة وفعالية لا تتأتى بما يمتلكه ذاك المجتمع من إرث ثقافي وموارد طبيعية وإنما يتحقق ذلك بما يتوافر في تلك المؤسسات من قدرات وطاقات وبما يمتلكه الأفراد فيها من كفاءات ومهارات. تتناول هذه الدراسة عناصر ومعايير الجودة في التعليم العالي بدءا بمستويات القبول للطلاب ونوعية التأهيل الإعدادي قبل الجامعة، ثم مواصفات وأهلية المؤسسة التعليمية من حيث انتخاب وتأهيل الأستاذ الجامعي ثم تعهده ليكون مواكبا وفق متغيرات المعطيات ومسيرة البحث العلمي والتعليمي على الصعيد المحلي والإقليمي والعالمي. ثم تعطف هذه الدراسة على البيئة والبنية التعليمية من حيث المناخ العام والوسائل التقليدية والتقنية الحديثة وتطويعها لتسهيل التلقي العلمي وزيادة معدلات الفهم والاستيعاب لدى الطلاب ورعاية هذه العملية حتى تصل بهم إلى التمكين والإبداع في ضروب العرفة المختلفة الحديثة ولا تسقط هذه الدراسة تهيئة قاعات الدرس وأهمية مستويات العامل بما يتوافق ومجريات السباق التعليمي على المستوى العالمي مع الاهتمام بالبحث العلمي لتطوير القدرات على الابتكار وتعزيز روح الإبداع وعمل الفريق. ولعل المثال الخاص بجامعة النيلين هو في بادئ الأمر إرث (جامعة القاهرة -فرع الخرطوم سابقا) والذي يتمثل في كليات ومدارس متميزة على مستوى كليات القانون، والآداب والتجارة وهي مدارس ذات تجرية عريقة ومميزه على مستوى المنطقة، تبلورت وتنامت عبر النصف الأخير من القرن الماضي والجامعة لا تزال تعمل على تطويرها وفق المستجدات والمعايير الإقليمية والعالمية. وجامعة النيلين تعمل الآن وفق استراتيجية تحاول أن تصل من خلالها إلى مستوى تعليم يحقق الجودة على الصعيد الوطني والإقليمي لتجاوز أزمة الركود الاقتصادي ودفع عجلة التنمية واستدامتها عبر إعداد الموارد البشرية المؤهلة للقيام بهذه الأدوار والمرتبطة بخط فكري وتقافي مستلهم من القيم والأصول الراشدة ووفق أهداف قومية متصلة بمعطيات الموارد الطبيعية مع التناول والأخذ الإيجابي من فرص التحديث، والتطوير العاليين. وتبقى الجودة في إطارها الفلسفي وبعدها العقدي قيمة سلوكية من حيث التعاطي والممارسة. والحكمة اليابانية القديمة تقول الجودة هي القيادة، الجودة هي القيادة، الجودة هي القيادة، وذلك بمعنى القدرة على إدراك الروية الصائبة ووضع التخطيط السليم والمقدرة على حفز من هم حول هذه القيادة لإنفاذ المهام الصعبة وصولا إلى الغايات السامية، والمثل الألماني الشهير يقول Gute Dinge braucht Weile، الإبداع أو العمل الجيد يحتاج إلى الأناءة.
