|a This thesis studies the role of the prime minister position in the Ottoman regime since the foundation of the state until the reign of systematization. This position had a great role in the administration positions of the state. It came directly after the authorities and became the axis of all the administrative body through the wide authorities given to the one who occupied this position, where most of them were executive that the Sultan entrusted him. The study includes and introduction, four chapters and conclusions. Chapter one, entitled The Origin and the development of the Prime Minister Position in the Ottoman State, is an introduction to the study. It deals with the reasons behind the arise of that position, its development, its relation with the expansion of the state, the ramification of the administration and the need of the position to perform the authorities activities. That position had the supervision on many of the state institutions. The chapter discuses also the ceremonies of investiture of the Prime Minister position, all the required conditions to occupy such a position, all the things concerning his palace and his income. Chapter two sheds light on the administrative role of the prime minister, his authorities, and responsibilities involving the chairmanship Hemani divan which constituted the supreme administrative body. The main offices that belonged to this divan have been mentioned in this chapter in addition to the presidency of the what so called 'consultation council'. Chapter two is concerned with the position of the prime minister in the ruling body in the Ottoman state by highlighting the political significance of this position. The nature of the relationship of the prime minister with the Sultan, Sheikh of Islam and with central administration has been explained. The chapter clarifies the role of the prime minister in the expansion of the Ottoman state, in signing the international treaties, and in the nomination judiciary affairs in addition to his participation in governmental reformations.
|a Chapter four studied the role of the prime minister in the internal influence struggle, his involvement in the conspiracies and revolt against the government where the position of the prime minister was subject to bribery and corruption. The study depended on various references that formed the backbone of the thesis. They included Ottoman Turkish references, Arabic and transliterated books, in addition to scientific researches. In respect to of the position of the prime minister position, it was a very ramificated through its relation and effect to all the ruling body. Its authorities varied and were not only restricted to the distraction but also has a direct contact with the social, economic, and whatever concerns the Ottoman citizenship. The study kept showing the essential nature of the role that the premiership did in the Ottoman state before the systematization reign as am administration institution in the time of power and weakness through adapting different resolutions. After the age of systematization, the premier position of premiership lost its brilliant role and most of its authorities transferred to ministries and the prime minister was no more carrying out unlimited central authorities.
