520 |a This study is a complementary to a series of university theses and dissertations. Researchers have devoted efforts in Iraqi universities in recent years to study many aspects of U.S. modern contemporary history, particularly its relationship with the countries in the region, especially Egypt. Egypt has enjoyed a strategic and economic importance made it the focus of the international powers that focused their attention to it for a long time. Since the thirties of the nineteenth century, the United States focuses its interest to Egypt, whose position began to retreat for a long period. Although the U.S. interests at the beginning was little, there was a significant development in early twentieth century. Therefore, the study of the penetration of U.S. influence in Egypt is of special importance that must be of interest to our scientific institutions. Despite the vital topic, it has not had an independent scientific study, especially as it represents an important aspect of the early penetration of the U.S. in the Middle East. The relations between Egypt and the United States is one of the most important subjects for which extensive historically sequential studies have been prepared over the past years. With the emergence of the United States as a superpower in the world and clearly after the end of World War II in 1945, its influence began to take the range of the overall international events and its role is growing more than ever before in the planning and implementation of many policies, which included the Arab region together with the rest of the regions and peoples of the world . Egypt without a doubt is one of the most important Arab countries because of many reasons, including its population, which still represents the highest level in Arab world , the cultural and humanitarian deep dimension for this country that make it distinguished among many of the countries and peoples of the region even non-Arab ones. It was undoubtedly the focus of attention of many people who were interested in the region and looked forward to it for many centuries. Suffice it here as evidence of what we have to take a quick look at recent history and near to this country, which many of the European powers and other contend to control it , out of a number temptations of the most important the strategic location which characterized the struggle of both France and Britain at the end of the eighteenth century and almost the whole of the nineteenth century. Therefore, the research topic (The Policy of the United States towards Egypt 1974-1981) comes to complement a series of studies, which is the key to the understanding and analysis of key aspects of current U.S. policy towards the region. The subject takes a wider dimension as that this force has become ,after the collapse of the Soviet Union, the only pole in the world at the present time. The fact is that historic event cannot be understood in isolation from the historical context that originated it. It must be viewed as part of the total history, taking into consideration the fact that U.S. policy in international relations express the interests of a specific system which depends on institutions in the formulation of its policy at various levels to achieve the goals and interests that work for them.  |a The time frame for the study starts from Kissinger diplomacy and Sinai first agreement in 1974 until the position of the American administration towards the assassination of Al-Sadat in October 1981, which constitutes a phase of an integrated understanding of the U.S. policy towards Egypt from all aspects, which was characterized by a specific distinction clearer than the two phases: what before January 1974, and post-October 1981. The thesis consisted of an introduction, four chapters and conclusions which included the research results. Chapter One dealt with U.S. - Egypt relations in 1974 through the the U.S. - Egypt relationships in 1952 and then U.S. policy towards Egypt 1952-1960 reaching to the diplomatic relations between Washington and Cairo 1961-1974 ,then the economic and trade relations between the United States in 1974. This chapter was a brief introduction to U.S. policy until the beginning of 1974. Chapter Two tackled U.S. trends towards Egypt in 1974 and 1975 and included Kissinger diplomacy and the Sinai Agreement in 1974 , the role of the Egyptian government to raise the oil embargo on the United States in March 1974, and U.S. President Nixon visit to Egypt and the Middle East in June 1974. Finally, the chapter dealt with the role of the United States in the second Sinai Agreement in 1975. Chapter Three dealt with the diplomatic relations between Washington and Cairo 1977-1981. This chapter has been divided into five sections, including important political issues. The first section dealt with the efforts of the American administration to hold the Geneva Peace Conference in 1977. Section Two dealt with Sadat's visit to Al-Quds in November 1977. The third section talked about the Convention of the Camp David and the role of the U.S. administration in 1978. Section Four showed Egyptian - Israeli treaty in 1979 and U.S. position towards it. The last section dealt with the position of the American administration towards the assassination of Sadat in 1981. Chapter Four dealt with the economic and trade policy of the United States towards Egypt 1974-1981. This chapter highlighted the economic and trade relations between Egypt and the United States within the period of research was done in 1973 with a focus on the phenomena of the U.S penetration as a tool to extend the political influence of Washington to Egypt. It has been divided into seven important key points which dealt with the U.S. economic aid and loans to Egypt, U.S. investment in Egypt, oil and its impact on U.S. - Egypt relations , the exchange of trade and its reflection on the relations between Washington and Cairo, the military cooperation between the United States of America and Egypt, and the cultural relations between the United States and Egypt. The last point addressed the nuclear cooperation between the United States of America and Egypt, as it was the first collaboration in this area, after the return of relations between the two countries. Finally, there are the conclusion in which I have tried to read the phenomena of relations between Egypt and the United States within the time period between the beginning of 1974 to the end of 1981 as an analytical and historical study in light of the material in the chapters that relied on sources.
