تسعى الورقة لاستكشاف مفهوم الدولة المدنية والرؤى النظرية له، وتعريفاته في القواميس والموسوعات السياسية، حيث شهدت الساحة السياسة المصرية اهتماما مكتفا بهذا المفهوم ولاسيما بعد اندلاع ثورة ٢٥ يناير ٢٠١١. وتتراوح الرؤى النظرية للمفهوم ما بين ثلاثة تيارات، أولها يرى أن مبدأ المواطنة بما يشمله من حقوق سياسية واقتصادية واجتماعية هو ركيزة أساسية لمفهوم الدولة المدنية، وثانيها يرى الدولة المدنية من خلال تقييم العلاقة بين الدين والسلطة السياسية في تلك الدولة، وثالثها يقيم مفهوم الدولة المدنية من زاوية دور العسكريين في النظام السياسي، وتناقش الورقة أيضا الخلط بين مفهوم الدولة المدنية والعلمانية، كما تبحث الورقة في دور التشاور السياسي في بناء الدولة الحديثة ذات الطابع المدني.
The paper seeks to explore the concept of the Civil State, its theoretical perspectives and definitions of the concept in dictionaries and political encyclopedias. The Egyptian political scene has witnessed intensive interest in this concept, particularly after the outbreak of the 25 January, 2011, Revolution. Theoretical per¬spectives of the concept are between the three streams, The first, thinks that the principle of citizenship, including the political, economic and social rights is a fun¬damental pillar of the concept of the Civil State, the second, is the view of the Civil State by evaluating the relationship between religion and political power in that State, the third assesses the concept of the Civil State from the perspective of the military's role in the political system. The paper also discusses the concept of mixing between the Civil State and the Secular State, as in the paper examines the role of political deliberation in the construction of the Modem State of civil nature.
