تعد مؤسسات ومنظمات المجتمع المدني والتنظيمات غير الحكومية الوجه المشرق لأي مجتمع ،فتواجدها يعد مؤشراً إيجابياً على حيوية أبناء المجتمع و إسهامهم إسهاماً مباشراً في تنميته ، إذ يعمل المجتمع المدني على تأهيل أفراد المجتمع على مبادئ القبول بالآخر،التعايش المشترك والحوار التفاعلي،كذلك فهم الفكر المعارض.على اعتبار أنّ اﻟﻤﺠتمع المدني يعتبر أداة للرقابة وضبط سلوك الأفراد والجماعات اتجاه بعضهم البعض. وقد أخذ مفهوم اﻟﻤﺠتمع المدني عدة استخدامات وعكس كل استخدام صيرورة اجتماعية وسياسية معينة مرت ﺑﻬا اﻟﻤﺠتمعات الغربية، كما عكس كذلك تطور تاريخي للنظرية الاجتماعية والسياسية، وهذا ما يؤكد أن تبلور هذا المفهوم مر عبر عدة مراحل وكان في كل مرة يعبر عن إفرازات جديدة ويحمل معاني معينة تعبر عن كل مرحلة. وتزداد أهمية مفهوم" المجتمع المدني" نتيجة تلك النزاعات التي ارتسمت في الفترة الأخيرة والمتعلقة بتطور الدولة وكذلك العلاقات الناشئة بينها وبين المجتمع.
The institutions of civil society and nongovernmental organizations are considered the bright side of any society. Its presence is a positive indication of the vitality of the community and their direct contribution to its development. The civil society works to rehabilitate members of the community on the principles of mutual acceptance, coexistence and interactive dialogue, as well as understand the counter thoughts. Indeed, the civil society becomes a tool used to control the behavior of individuals and groups. Moreover, the concept of civil society has taken several uses and each one reflects the social and political process experienced by Western societies. It also reflects the historical development of the social and political theory. And this confirms that this concept has gone through several stages and each time gives new perspectives and carries certain meanings which express each stage. The importance of the concept of ‘civil society’ increases due to those conflicts which have emerged recently concerning the development of the state and its emerging relations with the society.
