|a تعتبر المشاركة السياسية شكل من أشكال العمل السياسي المتميز في تحليل النظم السياسية المقارنة و الذي قد تختلف من نظام سياسي إلى أخر، فهي وسيلة لتفعيل المشاركة الشعبية في العمل السياسي وتطوير الديمقراطية التشاركية ،فثمة حاجة إلى مراجعة محدداتها في ظل الثورة التكنولوجيا والمعلوماتية التي تعيشها الوحدات السياسية خاصة، سواء من حيث أسلوب تطورها،ومواضيعها الجديدة المختلفة ،والمناهج العلمية التي تفسر في ظلها بالتركيز على دراسة حالة الجزائر ومقارنتها مع حالات أخرى إن أمكن. \nإن أهمية المشاركة السياسية كمحرك لأي إصلاح داخل المجتمع الجزائري،تظهر في المنافسة السياسية في وضع السياسات العامة،والقدرة على التعبئة ،وفي تحديد العلاقة بين الحاكم والمحكوم،ومدى مساهمة المواطن في صناعة القرار تجعل من المنافسة في المشاركة السياسية مبدأ أساسي من مبادئ الديمقراطية وكتعبير عن رأي المواطن الجزائري سواء كفاعل حكومي أو غير حكومي حيث أهمية المجتمع المدني.\nتبرز الأبعاد المختلفة للمشاركة السياسية في محددات داخلية حيث العلاقة بين المواطنة ، والأنماط الانتخابية كمتغيرات مكونة لهذا المركب والمتمثل في النظام السياسي الجزائري، وتحديد المقتضيات الدولية التي تتفاعل في ظلها هذه ،حيث المقاربة التفسيرية تكون على أساس ماكرو سوسيولوجي بالربط بين المحددات الداخلية والمقتضيات الدولية في تحليل هذا النظام.\nإن المنافسة في المشاركة السياسية في الجزائر ترتبط بأهمية دور تكنولوجيا الإعلام و الإتصال والمشاركة الإلكترونية للجزائري و دور القانون،و السلطة التنفيذية ،التي في علاقة مركبة تحدد شكل الانتقال من نمط سياسي وإداري إلى أخر. فالبحث عن تطويرها يكون بالبحث عن كيفية تحديد وتفعيل المشاركة السياسية الشعبية بالمزاوجة لدور الفاعل الحكومي و غير حكومي بلا انتخاب في الجزائر، فأهمية الديمقراطية الجماهيرية يجب أن تواكب نمط تفكير الجزائري من خلال التوجه والتركيز على تجسيد ثقافة سياسية واعية لا تكون حسب رأينا إلا من خلال تقريب الإدارة من المواطن.\n

|f Political participation is considered to be a form from among the forms of political work distinguished in respect to analyzing comparative political systems, which could differ, one political system from the other. It is a means to activate the popular participation in the political work and to develop participatory democracy. That is because there is a need to review its specifications in light of the information and technology revolution which the political units, in particular, live. That is in terms of the style of their development and their new and different topics and scientific methods, through which they are interpreted. That is with a focus upon studying the case of Algeria and comparing it with other cases, when possible. \nThe significance of political participation as a motivator of any reform within the Algerian society, is highlighted in the political competition in relation to the formulation of public policies, the ability to mobilize, in defining the relationship between the ruler and the ruled, the extent of the citizen’s contribution in respect to decision making. This all makes competition in respect to political participation a fundamental principle from among the democratic principles and as the expression of the opinion of the Algerian citizen, whether as a governmental or non-governmental actor, in relation to the importance of a civil society. \nThe various dimensions of political participation are highlighted in internal specifications, in the case where the relationship between citizenship and the electoral patterns are like variables composing this construct and represented within the Algerian political system. In addition, to defining the international dictates in which these interact, in the case where the interpretational approach would be upon a macro-sociological basis by connecting the internal specificities and the international dictates, to analyze this system.\nThe competition in respect to political participation in Algeria is linked to the importance of the role of information and communications technology, and the electronic participation of the Algerian, the role of law and the executive authority, which as a composed relationship define the shape of transition from one political and administrative model to another. Therefore, the investigation about its development would occur by examining the manner of defining and activating the popular political participation by combining the role of the governmental and non-governmental actor, without an election in Algeria. That is because the significance of mass democracy must keep pace with the manner of the Algerian’s thinking through guidance and focus upon the embodiment of the culture of political awareness.
