المستخلص: إن الدوران والبطئ الذي تشهد مخاضه عملية التنمية السياسية بالجزائر يجعل من البحث في كنهها و أسباب دفعها إلى الأمام أولوية لدى كل الفواعل الرسمية منها وغير الرسمية، خاصة بعد أن أصبح المواطن يشكل محور هذه العملية وما يستحضره ذلك من حتمية قدرته على المشاركة بفعالية واستمرارية، ولعل هذا الدور أصبح لصيقا أكثر بالجمعيات المدنية في السنوات الأخيرة، على اعتبار أنها تحمل في داخلها مجموعة من القيم تنسحب تشريعا وفعلا على جميع أعضائها وعلى الفئات التي تستهدفها في المجتمع ككل، من مثل: قيم الشراكة، التضامن، احترام الرأي الأخر،خدمة الصالح العام، التسامح وكذا التداول....الخ، هذه القيم التي تشكل في مجموعها قاعدة صلبة لأية عملية انتقال قيمي على مستوى المجتمعات، والتي يعتبر المجتمع الجزائري أحدها، تعمل الجمعيات على سرعة تجذيرها على مستوى الوعي الفردي بما يكفل انتقالا صحيا وحقيقيا يتمظهر على عدة جبهات، لعل أبرزها " قوة المشاركة السياسية، توفير بيئة ديمقراطية، واستقرار سياسي ثابت، كثلاثية تلازمية تستدعيها عملية التنمية السياسية في كل الأقطار، وفي الجزائر بالخصوص حالة الدراسة.

The pains of the rotation in circles and slow pace of the political development process in Algeria, has made the examination of its reality and the causes which can propel it forward, a priority among all official and non-official actors, especially after the citizen has come to represent the focal point of this process and what that brings to the mind in terms of the inevitability of his capability to participate effectively and in a sustained manner. It may be that this role came to be more acute in civil associations during the most recent years as it contains a host of values which apply legislatively and in practice upon all its members and the groups which are targeted by them within the society as a whole. These include: The values of partnership, solidarity, respecting the opinions of others, serving the public good, tolerance and also deliberation etc. Concerning these values which as a whole formulate a firm base for any value-based transition process upon the level of societies, from which the Algerian society is considered to be one of them, the associations work quickly to root them upon a level of individual awareness to ensure a healthy and real transition which is apparent upon many fronts. The most prominent of these fronts are: “The strength of political participation, the provision of a democratic environment, a constant political stability”. These three together require a process of political development in all regions and especially in the case study Algeria.
