تناول الباب الأول مقدمة البحث وأهميته إذ تعد لعبة كرة السلة من الألعاب المنتشرة في العالم، فقد أولت الدول المتطورة العناية والاهتمام بهذه اللعبة، ويعد الحكم واحد من اهم هذه العناصر التي يقترن نجاح مباريات كرة السلة بنجاح أدائه. ونتيجة للتعديلات المستمرة في القانون وتحرك الحكام (ميكانيكية التحكيم لثلاث حكام) أصبح من الضروري ان يلتزم كل حكم حسب موقعه باتخاذ القرار المناسب، إذ تعد المواقف (positioning) لدى الحكام فضلا عن المعرفة (knowledge) الخاصة بقوانين اللعبة من أكثر المواضيع أهمية في ميدان التحكيم والتي تقود الحكم لقيادة المباراة بأقل قدر من الأخطاء، فالحكم الذي يتميز عن غيره بالقدرات المعرفية سوف يتولد لديه برنامج حركي متكامل من المعرفة التحكيمية فضلا عن شخصية (personality) قوية وهي من أهم المقومات الأساسية والتي تلعب دورا رئيسا لنجاح الحكم وإيصال المباراة بثقة عالية إلى بر الأمان، وتكمن أهمية البحث في محاولة الباحث أن يضع بين أيدي المهتمين بالشأن التحكيمي وسيلة من وسائل التنظيم الموضوعية التي يتم من خلالها التعرف على مستوى حكام الدرجة الأولى في المجالات (البدنية والنفسية والمعرفية) بأعداد معايير ومستويات لهم لاختيار البعض منهم لترشيحهم إلى الشارة الدولية، وذلك يتم عن طريق أعداد اختبار معرفي يشمل المواقف والحالات التحكيمية، وكذلك في ضرورة الأخذ بالمفهوم العلمي لعملية التقييم في إطارها الشامل وتحديد المعايير والمستويات الخاصة بالحكام على وفق بعض المتغيرات المعرفية، كما هدف البحث إلى التعرف على بعض المتغيرات المعرفية لحكام الدرجة الأولى بكرة السلة في العراق واختباراتها وكذلك تحديد معايير ومستويات الاختبارات المعرفية لحكام الدرجة الأولى بكرة السلة في العراق، كما تضمن الباب الرابع عرض نتائج أفرد عينة البحث في المتغيرات المعنية وتحديد المعايير والمستويات للمتغيرات المعرفية و تحديد ومناقشة نتائج أفرد العينة في المتغيرات المعرفية. كما تضمن الباب الخامس الاستنتاجات التي من أهمها تحديد درجات ومستويات معيارية لحكام الدرجة الأولى بكرة السلة في المتغيرات المعرفية في حين أوصى الباحث إقامة دورات صقل للحكام لتعزيز الجوانب المعرفية لديهم في كل ما يتعلق بقانون كرة السلة وتعديلاته.
