المستخلص: لقد حظي موضوع مشاركة المرأة في التنمية الاجتماعية من خلال المنظور الاجتماعي والثقافي باهتمام الكثير من الباحثين والدارسين خلال العقدين الاخيرين من القرن الماضي وذلك باعتباره من الموضوعات الشائكة والبالغة التعقيد نظراً لكثرة وجهات النظر والآراء المتعددة بشأنه ولهذا يظل هذا المجال بحاجة الى الدراسة والتعمق بصورة اوسع واشمل، باعتبار ان المرأة هي احد العقليات المهمة في المجتمع العراقي سواء كانت هذه المرأة عضوة في البرلمانات السياسية أو كانت محامية أو طبيبة أو مدرسة أو أي وظيفة اخرى تمتهنها، والتنمية الاجتماعية تعني بناء الانسان وتنمية مواهبه الطبيعية (القلب والعقل) وذلك لتحريره من الخوف والحاجة والخرافات والاساطير ليكون قادراً على استخدام طاقاته وامكاناته المادية والروحية ويمارس حريته السياسية والاقتصادية والاجتماعية دون اي قيود. والتنمية تتجه بالأساس نحو التغير وتحرير الانسان ليحقق له وللمجتمع احتياجاته وتوقعاته لأنه الوسيلة والهدف معاً وذلك باعتبار ان خطط التنمية يحققها الانسان ونتائجها تعود عليه. وفي هذا السياق ندخل في موضوع دراستنا وهي (المعوقات الاجتماعية لدور المرأة في التنمية الاجتماعية) دراسة اجتماعية تحليلية. المرأة في الاسرة العراقية لها مكانة ضعيفة وان الاسرة العراقية كانت ولسنين مضت منظمة اجتماعية مسيرة من قبل العادات والتقاليد حيث كان حكم أو سيطرة التقاليد عليها كبير واقوى من حكم القانون الا ان قوة التقاليد قد خفت نتيجة عوامل التغيير المتعددة التي طرأت عليها التي قد تكون سياسية أو اقتصادية أو اجتماعية أو ثقافية أو غيرها. ان دور المرأة في هذه الاسرة يكون هامشياً ومن هنا يكون دورها في التنمية ايضا هامشياً بمزاحمة الرجل لها وضغط التقاليد والاعراف السائدة في المجتمع رغم ما اصاب المجتمع العراقي من تغييرات وتحولات كبيرة الا ان ما يصيب المرأة في هذه التحولات قليل نسبة الى تعدادها السكاني الذي يفوق عدد الذكور فأن نظرة المجتمع الى المرأة وخاصة في عملية التنمية الاجتماعية لن تتغير كثيراً وان حركات المرأة في العراق تكاثرت في العقود الاخيرة بسبب الدراسات التي تثبت ان هناك ظلماً شديداً وتخلفاً وعنفاً يمارس بحق المرأة لذلك سعت هذه الحركات وعلى رأسها وزارة شؤون المرأة بنشر الوعي بين النساء والرجال بأهمية تصحيح الوضع للمرأة الذي يمارس بحقها الظلم والقهر والمعاملة السيئة والتمييز بينها وبين الرجل. فتأريخنا حافل بمواقف نسائية مشرقة ومشرفة وقفت فيه المرأة والرجل سوية وبقوة ضد الظلم الاجتماعي أو العسكري أو الثقافي وكان للمرأة الاثر الواضح في تنمية الوعي. وقد شاركت المرأة في السنين الاخيرة في الحكومات المحلية والمركزية سواء السلطة التشريعية أو التنفيذية وكان لها صوتاً مسموعاً بين هذه الاصوات. وبالرغم من ذلك فأن نسبة كبيرة من النساء لازالت متعطلة عن العمل بعدة اسباب يأتي على رأسها التقاليد الاجتماعية وعدم موافقة الاهل للنساء على العمل خارج المنزل واعتبار المرأة اقل شأناً من الرجل وهذا يؤدي الى الكثير من المشاكل النفسية والاجتماعية لدى الجنس الاخر وتشكل عائقا حقيقياً امام مساهمة المرأة في عملية التنمية الاجتماعية. ومن هنا جاءت دراستنا لنبين من خلالها اهم المعوقات الاجتماعية التي تقف حائلاً في مساهمة المرأة في التنمية الاجتماعية، وهدفت الدراسة الحالية الى تحديد المفاهيم الخاصة بالدراسة ومنها (التمكين الاجتماعي، الدور، التنمية، التنمية الاجتماعية والمفاهيم التي تكون قريبة وتدخل ضمن موضوع التنمية وهي التخلف، التغير الاجتماعي، التحضر) وتناولت كذلك الدراسة انواع التنمية ومنها: التنمية الاجتماعية والتنمية الاقتصادية والتنمية البشرية والتنمية المستدامة، وتطرقنا الى الاهداف الرئيسية للتنمية وبينا المعوقات الاجتماعية التي تقف امام دور المرأة في التنمية الاجتماعية، مع بيان مجموعة من التوصيات المهمة في هذا المجال. ونسأل الله التوفيق

In this context, we enter on the subject of our study is the (social constraints of the role of women in social development) analytical social study. Women in Iraqi family have a place a weak Iraqi family was and years ago a social organization march by customs and traditions, where he was sentenced or control traditions by large and powerful than the rule of law, but the strength of traditions have eased as a result of factors change multiple undergone that may be political economic or social, cultural or other. The role of women in this family be marginal Hence the role in development also marginally men have pressed the traditions and norms prevailing in society despite what happened to Iraqi society changes and shifts great but what affects women in these transformations few percentage to a population which outnumber male, the society's perception towards women, especially in the process of social development will not change much, and women's movements in Iraq have proliferated in recent decades because of studies that prove that there is unjustly severe and backward and violent exercise the right of women to that sought these movements, led by the Ministry of Women's Affairs to raise awareness among women and men the importance of correct the situation of women who exercised their right injustice, oppression and ill-treatment and discrimination between men and women. Our history is full Women's attitudes bright and honorable stood where women and men together and strongly against social injustice, military or cultural and women had the clear effect in the development of consciousness. The women participated in recent years in the local and central governments, whether legislative or executive authority and had a voice among these voices. However, a large proportion of women are still unemployed for work several reasons is headed by social traditions and non-parental consent for women to work outside the home and women as inferior to men and this leads to a lot of psychological and social problems with the opposite sex and a real handicap in front of the contribution of women in the process of social development. Hence our study to show through the most important social constraints that stand in the women's contribution to social development, and present study aimed to identify concepts for the study, including (social empowerment, role, development, social development and the concepts that are close to and within the theme of development is underdevelopment, social change, urbanization) and dealt with as well as study types of development, including: social development, economic development and human development and sustainable development, and dealt with the main goals of development and Pena social constraints that stand in front role of women in social development, with a statement set of important proposals in this area.
