The main reason behind the foundation of League of Arab States in 1945 was not only to strengthen the relationships and connections between the Arab countries, but to promote the mechanisms of Arab action between and among these countries hoping to elevate and improve the living realities of Arab people, on one hand, and to establish an Arab regional organization that has an Arabic identity, whose aim is to face the internal and external challenges that confront those states, on the other . Since its foundation till the present time, one can detect a great gap between its aims and the reality which is most of the time disappointing to the Arab people. In other words, there is a great difference between the theory and its application. This is a constructive defect the League of Arab States undergoes since its foundation to the present. This defect comes as a result to the existence of conflicting political wills embodied by some countries which have promoted the local affiliation on the expense of the national. This is negatively reflected on the performance of the League and makes it accept the minimum achievement if there is any, and to acknowledge as a result the philosophy of the minimum of Arab action. This has resulted in having formal and popular voices that have asked for the necessity of reform. Many proposals of reform and improvement were presented right from the first years of its foundation till such meetings of the Arab Summit in Amman 2001, and Sharm Al Sheikh in 2003 and the calls for Arab states to present their proposals and future perspectives concerning the development of the institutions of Arab action. All these procedures have remained only theories without being translated into realistic and practical programs, the thing which proves the absence of and weakness of the Arab political wills which have accepted the negative reality as it is. As the research sheds light on the foundation of the League of Arab States , it traces the attempts of reforming its charter, discussing the reasons, limitations, and obstacles that face the proposals of its improvement and modernization.
كان الغرض من إنشاء جامعة الدول العربية عام 1954 يراد به ليس فقط تقوية الروابط والأواصر التي تربط الدول العربية بعضها مع البعض الآخر، وإنما الارتقاء بآليات العمل العربي المشترك وهي كثيرة كما نص عليها الميثاق سبيلاً للارتقاء بواقع الشعوب العربية من ناحية، وتأسيس منظمة إقليمية بهوية عربية من أجل مواجهة التحديات الداخلية والخارجية والتي تواجه الدول العربية منفردة ومجتمعة من ناحية أخرى. ألا أن المتابع لمسيرتها منذ التأسيس وحتى الآن يجد هناك بوناً شاسعاً بين الأهداف والغايات التي تسعى الجامعة لتحقيقيها وبين الواقع الذي جاء مخيباً للآمال في أحيان كثيرة، وبمعنى آخر هناك ما زل فرقاً بين النظرية والتطبيق، وهذا مرده إلى وجود خلل بنيوي عانت ولازالت تعاني منه الجامعة منذ التأسيس وحتى اللحظة يكمن في وجود إرادات سياسية متناقضة بعضها مع البعض الآخر، جسدها دول ذات توجه قطري مع أخرى ذات توجه قومي الذي أنحسر لصالح التيار الأول. الأمر الذي أنعكس سلباً على أداء جامعة الدول العربية وجعلها في النهاية ترضى بالنزر اليسير جداً من الانجاز إن وجد، والقبول تالياً بفلسفة الحد الأدنى من العمل العربي المشترك، الأمر الذي جعل الدعوات والأصوات التي تنادي بضرورة أصلاحها،كثيرة وعالية وعلى المستويين الرسمي والشعبي، فقدمت لتحقيق هذه الغاية العديد من المشاريع التطويرية و الاصلاحية منذ السنوات الأولى التي أعقبت التأسيس ومروراً باجتماعات القمة العربية في عمان 2001وشرم الشيخ 2003 ودعوة الدول العربية إلى تقديم اقتراحاتها وتصوراتها بشأن تطوير مؤسسات العمل العربي المشترك، والتي جميعها بقيت أسيرة التنظير والتأطير دون ترجمتها إلى برنامج عملي و واقعي،مما ينبأ بالدليل غياب وضعف الإرادة السياسية العربية التي ارتضت عن قصد ببقاء الوضع الراهن دون تغيير. إن البحث في الوقت الذي يسلط الضوء على ظروف نشأة جامعة الدول العربية فأنه تناول مسيرة أصلاح ميثاق جامعة الدول العربية وكذلك مبررات الإصلاح وأهم المحددات والعوائق التي تقف بوجه مشاريع التطوير والتحديث.
