تحددت مشكلة الدراسة بالبحث فيما يقدمه المتحدث الرسمي -كمصدر رسمي للمعلومات عن المؤسسات مجال الدراسة-من رسائل إتصالية للإعلاميين والجمهور وقت الأزمات، بحيث تركز الدراسة على رصد وتحليل وتقويم الاستراتيجيات الإتصالية التي يستخدمها المتحدث الرسمي في خطاب الأزمة عبر البيانان الصحفية الرسمية التي يصدرها، لتعبر عن سياسة وموقف مؤسسته من الأزمات التي حدثت. وبهدف الدراسة إلي رصد وتحليل وتقويم الرسائل الإتصالية الصادرة عن المتحدث الرسمي بالمؤسسات المعنية مجال الدراسة وما تحتويه من خطاب إتصالي في شأن الأزمات واعتمدت الدراسة على الأسلوب المسحي بشقيه الوصفي والتحليلي لتحقيق أهدافها، وذلك. باستخدام الأدوات البحثية التالية: تحليل المضمون الكيفي للبيانات الصادرة-في شأن عينة الأزمات مجال الدراسة -عن الجهات المؤسسية مجال الدراسة وهي: المجلس الأعلى للقوات المسلحة منذ توليه الحكم 11 فبراير 2011، مؤسسة رئاسة الجمهورية منذ تولى الرئيس محمد مرسى الحكم 30 يونيو 2012، جماعة الإخوان المسلمون قبل وبعد تولي الإخوان الحكم، جبهة الإنقاذ الوطني منذ تأسيسها 22 نوفمبر 2013. ودراسة الحالة لعينة من الأزمات التي تعرضت لها مصر قبل وبعد الانتخابات الرئاسية وقد خلصت الدراسة إلى كل المؤسسات مجال الدراسة سواء في السلطة أو المعارضة قد اتخذت خطابا إتصاليا في كل الأزمات يعتمد على المصلحة الخاصة لكل مؤسسة وليس وفق الأسلوب المهني والأخلاقي والمصلحة العامة للدولة في الإطار العلمي لإدارة الأزمات، كما افتقدت جميع المؤسسات لخطاب تحمل المسئولية واتخاذ إجراءات تصحيحية والمشاركة في علاج السلبيات، واتجهت كل المؤسسات لتوجيه الاتهامات وإلقاء المسئوليات على أطراف متعددة داخل وخارج مصر، ولم تقدم أي مؤسسة حلولاً حقيقية للأزمات طيلة الفترة الماضية، وغلبت سياسة المصالح والمواءمات على خطاب الأزمة لدى مؤسسات السلطة والمعارضة.
