المستخلص: لا يحتاج دور الطاقة في التنمية الاجتماعية والاقتصادية للسكان في الوقت الحالي إلى البرهنة على أهميته، وهو دور يكتسي أهمية خاصة في البلدان النامية، فهذه الأخيرة تعاني، من ضمن ما تعاني منه، من تغطية غير متجانسة لمجالاتها الوطنية، وهو ما يعيق مسارات التنمية فيها.
فهل يمكن للطاقات المتجددة أن تكون في هذا الإطار أدوات فعالة في متناول صناع القرار في البلدان النامية لتنفيذ برامج تهيئة المجال في بلدانهم بشكل جيد؟ بعبارة أخرى هل لهذه التقنيات تأثير مهيكل (Strcturant) على المجال الجغرافي؟
سنحاول الإجابة على هذه التساؤلات من خلال التحليل الذي ستحتويه هذه الدراسة، أي كيف تستطيع الطاقات المتجددة المساهمة في تحقيق هدف مثل هذا غبر التخفيف من حدة الإعاقات التي تعاني منها بعض المواقع والمواضع، وهو ما يؤدي إلى توزع جغرافي أكثر تساويا للأنشطة، للسكان وللخدمات؟

Le rôle des énergies dans le développement socio-économique des populations n’est, aujourd’hui, plus à démontrer. Un rôle qui revêt une importance particulière dans les pays en développement. En effet, ces derniers souffrent, entre autre, d’une couverture inégalitaire de leurs espaces nationaux qui entrave leur marche vers le développement.
Les énergies renouvelables (ER) peuvent-elles être dans ce cadre des outils efficaces mis à la disposition des décideurs de ces pays pour mener à bien leurs programmes d’aménagement des territoires ? En d’autres termes, ont-elles un effet structurant sur l’espace géographique ?
Nous essayerons de répondre à toutes ces questions à travers l’analyse contenue dans cette étude, et donc d’en fournir l’illustration, à savoir, comment les ER peuvent-ils concourir à la réalisation d’un tel objectif à travers l’atténuation des handicaps de certains sites ou régions qui implique une répartition géographique plus équilibrée des activités et des hommes ?

The role of energy in respect to social and economic development for the population in our current time does not require any evidence to prove its importance. It is a role of crucial importance, particularly in the developing counties. That is because these countries suffer, from among all the matters they suffer from, from a non-homogenous coverage for its national areas and it is this which obstructs the development paths within them. Is it possible, within this scope, for renewable energies to be effective tools within the reach of the decision makers in the developing lands to implement programs related to making space within their lands? In other words, to these technologies have a structural effect upon the geographical area? We will attempt to answer these questions through the analysis which this study will encompass i.e. How can the renewable energies contribute to the achievement of such a goal by easing the obstacles or impediments which some of the locations and places suffer from, leading to a more equal geographical distribution for the populations activity and services?
