شهدت بداية القرن الحادي والعشرين، تغيرات هامة تطرح العديد من التحديات والفرص، وليس المجتمع العربي بعيدا عن هذه التغيرات، حيث أظهرت هذه الأخيرة تطورات متسارعة أذهلت البشرية في ظل الصعود الطفري للمصطلحات المتداولة العولمة، العولمة المالية، التنمية المستدامة، الطاقة المتجددة، البيئة الصديقة للإنسان.... وأحدثت تواترا في تداول انفجار المعارف، والنهضة العلمية، والتكنولوجيا...، مما وضع الكثير من دول العالم أمام رهانات وتحديات أصعب، في عالم سيتضخم عدد سكانه من 7 مليارات إلى 9 إلى مليارات نسمة قبل عام2050، مما جعلها تبحث عن مكانيزمات وآليات لمواكبة صيرورة التغيرات. ولعل من هذه التغيرات ما يعرفه العالم اليوم من تطور متسارع الأجل إرساء وتحقيق مفهوم التنمية المستدامة بأبعادها الثلاثة، الاقتصادي، الاجتماعي والبيئي. ويعتبر البعد البيئي قضية شغلت اهتمام الكثير من المفكرين في جل التخصصات العلمية والاقتصادية والاجتماعية، بسبب السلبيات الناتجة عن التنمية المنتهجة في ظل الاقتصاد الرأسمالي العالمي وما نجم عنها من تلوث الماء، الهواء، التربة... والتي أثرت بشكل كبير على صحة الإنسان وحياته وحياة الكائنات الحية الأخرى، وأصبح كوكب الأرض مهددا بأخطار جسيمة، مما جعل المنظمات الدولية سواء الرسمية أو غير الرسمية تدق ناقوس الخطر، واعتبرت أن التطور الاقتصادي رغم ما دّر على البشرية من إيجابيات إلا أنه أفرز أضرارا ومخاطر أصبحت تهدد البشرية جمعاء، واستنزاف للموارد الطبيعية، ولمساس بثروة الأجيال القادمة، وعلى هذا الأساس تطلب التفكير في نوع جديد من التنمية تراعى فيها شروط المحافظة على البيئة في إطارها المتوازن، والبحث عن الطاقات البديلة، أو كما تسمى الطاقات الصديقة للإنسان والاتجاهات الحديثة للاستثمار فيها، ولم يعد الاهتمام بموضوع الطاقة والتنمية المستدامة أمرا يقتصر على الأكاديميين وذوي الاختصاص، بل تعدى ذلك ليصبح موضوع اهتمام صانعي القرارات والسياسات العالمية بغض النظر عن مواقعهم الوظيفية والاجتماعية والدولية، وانعقدت من أجلها العديد من المؤتمرات والملتقيات والمحلية والإقليمية والدولية، وهو ما جعلنا نساهم بهذه الورقة العلمية.
