|a يحظى موضوع انتقال السلطة بعناية العديد من الباحثين والمختصين على اختلاف أفكارهم وتوجهاتهم، حيث يمثل العنصر الديناميكي للحياة السياسية المحددة لنشاط النظام واتجاهات أفكاره السياسية، وتعد مشكلة انتقال السلطة في الجزائر من أهم المعضلات التي تستوجب الوقوف عليها ودراستها، ويعد بعدا بنائيا ومؤسسيا للعملية الديمقراطية، ومن ثم فهي اختبار لمقدرة النظام السياسي على الأداء الجيد، ومحك لمقدرته على مواجهة التحديات، ومدى استجابته للتطلعات المجتمعية، وهذا ما سمح لنا من خلال الدراسة الوقوف على طبيعة النمط السائد والمسيطر علي العملية السياسية في الجزائر الذي فرضته حركية نظامها السياسي، من خلال النمط والآليات المتبعة في عملية الإحلال والإبدال لتدوير السلطة والتعاقب عليها.\nتسعى الدراسة هنا لاختبار مدى تحقق مبدأ انتقال السلطة في الجزائر في حقبة التحول الديمقراطي والانفتاح السياسي من خلال مجموع المحطات الانتخابية التي تم تنظيمها وما أسفرت عنه من نتائج يمكن قراءتها، وهل توصل الأمر إلى صياغة دعائم وركائز فعلية وحقيقية تقر بمبدأ التداول على السلطة، أو أن الأمر تعداه إلى تكريس حالة الرتابة والاستمرارية التي ظلت الصفة السائدة لنمط الخلافة السياسية في الجزائر.

|f The subject of the transfer of power has attained the attention of many researchers and experts irrespective of the variety of their thoughts and orientations, as it represents the dynamic element for political life specific to the activity of the system and the trends of its political thoughts. The problem of the transfer of power in Algeria is regarded to be one of the most significant indicators which oblige examination and study and it is considered to be a structural and institutional dimension of the democratic process. As such, it represents a test of the ability of the political system to perform well and a criterion to test its ability to confront challenges, in addition to the extent of its responsiveness to societal aspirations. This is what allowed us, through the course of the study, to examine the nature of the prevailing and dominant pattern over the political process in Algeria, imposed by the dynamics of the political system, via the pattern and mechanisms followed in the process of substitution and replacement for the rotation of the authority and succession.\nThis study seeks to test the extent of the accomplishment of the principle of transfer of power (or transition of authority) in Algeria during the period of democratic transformation and political openness, through a host of electoral polling stations which have been organized, and what has come out from that in terms of results which can be read and examined. And the study asks: Has the matter reached the extent of the formulation of actual and real pillars and supports recognizing the principle of the rotation of authority, or has the matter bypassed that to consolidate the state of monotonousness and continuity, which remains the prevalent description of the political succession model in Algeria. \nThis abstract translated by Dar AlMandumah Inc. 2018
