|a إن مستوى الفساد الذي عرفته الجزائر في السنوات الأخيرة وضع الحكومة والطبقة السياسية في الجزائر في الخانة الحمراء، وأخضع الإدارة إلى جميع الانتقادات. فالجماعات المحلية كونها تمثل المكان المثالي لممارسة الديموقراطية المحلية والمشاركة، تمثل رأس الحربة لسياسة اللامركزية تساعد على التقليل من الفساد، فالحوكمة المحلية ترتكز على مبدإ التنسيق بين المركزي والمحلي، وإشراك عدة أطراف محلية فاعلة، الحكومية وغير الحكومية في صنع القرار.
