|d Le foncier est une denrée rare, surtout quand‖ il se trouve dans les zones où la demande est importante et le besoin est pressant. \nEn Algérie le constat est flagrant : une demande accru, et une gestion opaque du foncier ce qui induit l‖anarchie et la désinvolture de l‖état premier responsable de son organisation et de ces conséquences. \nLa commune de Hassi Bahbah situé au nord de Djelfa est à l‖instar des communes du pays accuse des retards dans son développement. \nDe nombreux problèmes sont liées au foncier, considéré comme le socle de tout développement économique et social, sa mauvaise gestion et la rapidité dont― il évolue devance les systèmes de suivies et de régulation actuels devenus caducs. Il est urgent de trouver d‖autres solutions capables de suivre l‖augmentation fulgurante et le changement de l‖information foncière. \nDans ce contexte, nous proposons un outil WEBGIS complètement en open source [1], qui offrira par internet ou intranet, une mise à jour régulière est instantané des données foncières géoréférencées, avec une interface reliée à la base donnée permettant de repéré l‖unité foncière. \nNe nécessitant aucune installation de la part de l‖utilisateur (client), ce WEBGIS server a seulement besoin d‖un explorateur pour que l‖utilisateur puisse accéder au Portail foncier et ainsi à l‖information, pour une modification ou un éventuel analyse

|f Land is a rare commodity, especially when it is in areas where demand is high and the need is urgent.\nIn Algeria, the observation is blatant: an increased demand, and non-transparent management of the land which induces the anarchy and the negligence of the state first responsible for its organization and for these consequences.\nThe commune of Hassi Bahbah located north of Djelfa is like the communes of the country is lagging behind in its development.\nMany problems are linked to land, considered as the cornerstone of all economic and social development, its mismanagement and the speed with which it evolves ahead of the current systems of monitoring and regulation become obsolete. There is an urgent need to find other solutions that can keep pace with the rapid increase and change in land information.\nIn this context, we propose a WEBGIS tool, completely open source [1], which will be offered by internet or intranet. The regular update represents instant geo-referenced land data, with an interface linked to the given database to identify the land unit .\nThis Requires no installation on the part of the user (client), this WEBGIS server only needs a browser to allow the user to access the Land Portal and thus the information, for a modification or a possible analysis\nThis abstract translated by Dar AlMandumah Inc. 2018
