المستخلص:	On the light of interlaced and mutual relationships among development plans and national projects, and together with the huge amount of investment expenditure on national projects for agricultural development of desert lands. The project of passage of development and reconstruction faces an intrinsic inquiry about its performance level and its degree of credibility in achieving target goals.
