مفهوم الأزمة من المفاهيم الواسعة الانتشار في المجتمع المعاصر، حيث أصبح يمس بشكل أو بآخر كل جوانب الحياة بدءا من الأزمات التي تواجه الفرد مرورا بالأزمات التي تمر بها الجماعات والحكومات والمؤسسات وانتهاء بالأزمات الدولية. بل إن مصطلح الأزمة أصبح من المصطلحات المتداولة على جميع الأصعدة وفي مختلف المستويات الاجتماعية، وعالم الأزمات عالم حي ومتفاعل، عالم له أطواره، وله خصائصه، وأسبابه، تتأثر به الدولة أو الحكومة فيتأثر به أصغر كائن موجود في المجتمع البشري. ولما للأزمات ومواجهتها من أهمية كبيرة تتطلب المواجهة... فعليه سيقوم الباحث بتوضيح مفهوم الأزمة، وخصائصها، ومراحل تطورها، وأسبابه نشوئها، وأنواعها. وسيحاول الباحث بقدر الإمكان الخروج عن المألوف في طريقة بحثه، حيث سيتم إسقاط الجانب النظري للدراسة على الطريقة العملية، وما هو مألوف عند أهل الإدارة لنصل إلى نتائج مرضية لتحقق الهدف من الدراسة وهي أخذ الدروس والعبر المستفادة كلما أمكن، حتى نستطيع تدبر الأمور وحلها بطريقة مثالية بأقل الخسائر الممكنة.\
