Foreign direct investment is a multi- benefits director for many of the developing countries of the world for the advancement of there economic from chronic funding shortfall suffered by many of these countries, it is also one of the sources of external funding sought by many countries . Direct foreign investments are no longer limited to attract capital and transfer of modem technology and organizational skills and administrative only but it extended its role to contribute to improving the economic efficiency of the host countries by increasing the degree of competitiveness and support their export capacity , as well as participation in the provision of components of sustainable development for countries that suffer widening gab of local resources ( savings - investment).. The Chinese experience is one of the leading economic experiments in the field of development, the Chinese authorities have sought to expand the horizon of the Chinese economy in the direction of attracting foreign direct investment and expand foreign market, by improving relations in the context of the surrounding country and the outside world. China has acceded to the Organization for Economic Cooperation countries of East Asia (ABEC) in 1991, which is the emerging markets, and so as to create more of the movement of goods and capital among them. Has also sought to improve economic relations with its neighboring countries, which make up a market vital in terms of energy sources and drainage products, especially in countries that have dissolved from the (former Soviet Union ) . Because China is a main member of the Shanghai Cooperation Organization, which includes (China, Russia, Kazakhstan, Tajikistan, and Kirgizstan). The aim of this organization is cooperation in the fields of trade, science and technology, culture, education, energy and transport , in addition to the achievement of peace, security and stability . In 1999 the Secretariat of Economic Development in the River of treman has been established in beijing includes the Governments of China,, North Korea , South Korea , Mongolia , Russia . In the same context the Chinese authorities have worked to improve relations with Paldstan and India, which saw strained as a result of border disputes, particularly with India, and sought to make economic cooperation in drawing up the new tool relations and the common interests of improving the atmosphere between the two countries. Thus, we find that attracting foreign investment is essential tool for achieving comprehensive development as well as those foreign companies is playing an important role in international finance access to international markets in several ways, including export, foreign direct investment, and this is what we will try to treat through this search.
