Abstract: It is undisputable the important role that intellectual property rights play in our daily life which is even increasing with the advent of infor¬mation technology. It is also undisputable the importance of copyright as a mean of protecting creative works, providing incentives to au¬thors by providing them exclusive rights and allowing the public to ac¬cess work through exceptions and limitations within the copyright sys¬tem. This article seeks to examine exceptions and limitations within the copyright system by examining the three-step test which was set in the Trade Related Aspects of Intellectual Property Rights agree¬ment (TRIPS), the fair use doctrine in the United States, the fair deal¬ing doctrine in Canada and Egypt. It will conclude with the importance of combining both doctrines within Egypt's intellectual property rights law in order to maximize the public's access to protected materials.
