المستخلص: Petroleum is considered as the key global energy source, as no alternative sources have yet exceeded its importance throughout the predictable future. It is the raw material that is involved in many industries, which makes it the reason beyond its strategic importance in the world, and further as the enhancer of sanctions, wars and invasions which in turn have destabilized the global balance and peace in the whereabouts of productions, including in this token the Gulf region and the Caspian. These areas make the vital deposits of petroleum in the world, and the super powers, especially USA, have sought to trigger conflicts in order to justify its intervention, which has been dedicated to secure petroleum, control its markets and regulate its prices for the good of the international companies. Given these issues, the potentials of the petroleum-producing countries, mainly national expenditures were allocated for military. To encounter this, prevention of the super powers from controlling petroleum in these countries is required, decreasing bilateral conflicts and directing the revenues of exporting and investing in petroleum to the economies of the countries related, which live under low economic levels, so as to enhance their economies. \
