المستخلص: يعود الوجود العربي في القارة الإفريقية إلى عهودٍ قديمةٍ؛ وتوجد نظريات عديدة عن وصول العرب\nإلى إفريقية؛ وذلك بحسب الرؤية التي يراد منها تعريف العربي؛ كما أن مفهوم الأبعاد الإنسانية في\nالعلاقات الدولية يعد هو الآخر مفهومًا غامضًا؛ لأن تفسيره يفتقر إلى اتفاق في الفقه الغربي أو\nالقانون الدولي؛ وخاصة إذا ما تعلق الأمر بالإنسان العربي والإفريقي.\nومما لاشك فيه أن العلاقات الدولية – ولاسيما – علاقات الجوار لا تسير دومًا مسار الأماني؛ لأنها\nمعنية بصيانة المصالح؛ فإذا ما غابت الأخلاق والقيم تبدلت الأحوال؛ واستبدلت الكراهية بالمودة.\nنعم، لقد نجح الغرب في تخريب العلاقات العربية الإفريقية؛ ووصلت إلى حد القطيعة والخصومة\nوالعداء؛ لأن التعاون العربي الإفريقي بقي معلقًا في هواء المزاج السياسي للنظم الحاكمة عربيًا\nوإفريقيًا، وهو مزاج متقلب لا قرار له في ظل غياب رؤية محددة تحكم آفاق التعاون وتواجه\nالتحديات.\nمن أجل ذلك؛ لابد من تدابير عملية " لا شعارات وأمان وأقوال"؛ لبناء فضاء إقليمي جديد يستهدف\nخير الأرض وكرامة الإنسان؛ ويبدأ بتنمية مدن التماس ثقافيًا واقتصاديًا وإنسانيًا؛ وزيادة الدعم\nالمالي المباشر بسخاء حقيقي؛ يجعل المقارنة بالمعونة الغربية مجدية، ومن ثم إعادة بناء روابط\nالتاريخ وإحياء أواصر القربى؛ ذلك كّله في إطار إنساني قوامه مكانة الجار وقيم الجوار...\n

The Arab presence in the African continent dates back to ancient times; there are many theories about the arrival of the Arabs to Africa, according to the vision that is intended to define the Arab; and the concept of human dimensions in international relations is also a vague concept because its interpretation lacks agreement in Western jurisprudence or international law, especially when it comes to the Arab and African people. There is no doubt that international relations - in particular - relations of neighborliness do not always follow the course of aspirations; as they are concerned with the maintenance of interests; if morals and values are absent, the conditions change; The west has succeeded in sabotaging Arab-African relations; it has reached the point of estrangement, rivalry and hostility. Arab-African cooperation has remained suspended in the atmosphere of the political mood of the Arab and African regimes. It is a volatile and irresponsible mood in the absence of a specific vision that governs the prospects for cooperation facing challenges. . In order to do so, there must be practical measures, "no slogans, safety and words"; to build a new regional space aiming to achieve the well-being of the land and human dignity; begin to develop the related cities culturally, economically and humanly; and to increase direct financial support with real generosity, making the comparison with western aid feasible; and then reconstructs the ties of history and the revival of the bonds of kinship; all within a humanitarian framework based on neighbor position and values of neighborliness\nThis abstract translated by Dar AlMandumah Inc. 2018
