المستخلص: يهدف هذا البحث إلى تطوير أنموذج للاعتماد وضبط الجودة في مؤسسات التعليم العالي في الوطن العربي ومن المتوقع اعتماد هذا الأنموذج من قبل مؤسسات التعليم العالي العربية لضمان جودة مدخلات وعمليات ومخرجات هذه المؤسسات وسوف يسهم هذا الأنموذج (أنموذج الخطيب) في تطوير وتحسين أداء مؤسسات التعليم العالي العربية فضلا عن تعظيم كفاءتها وفاعليتها لكي تتواءم مخرجاتها مع احتياجات سوق العمل ومتطلبات خطط التنمية الشاملة والمستدامة في الوطن العربي وقد تكون مجتمع البحث من 60 خبيرا في مجال التعليم العالي في الوطن العربي رؤساء جامعات ونوابهم وأعضاء هيئات تدريس أو مجالس أو لجان الاعتماد وضبط الجودة) وقام الباحث بتطوير استبانة تكونت من 118 فقرة وتمثل المعايير المقترح اعتمادها للحكم على درجة جودة مؤسسات التعليم العالي موزعه على المحاور الآتية: -الرؤية والرسالة والأهداف -الحاكمية والتنظيم. -البرامج التربوية. -التعلم والتعليم. -مصادر التعلم والمكتبات وتكنولوجيا المعلومات. -المرافق والتسهيلات والخدمات التربوية. -البحث العلمي. -التمويل. -الرقابة والمساءلة والتقويم. -المخرجات. وقد تم تحليل البيانات التي تم جمعها إحصائيا باستخدام المتوسطات الحسابية والانحرافات المعيارية وكشفت نتائج البحث عن وجود اتفاق (بدرجه كبيرة جدا) بين أفراد مجتمع البحث لاعتماد المعايير المقترحة في الأنموذج (أنموذج الخطيب للاعتماد وضبط الجودة) للحكم على درجة جودة مؤسسات التعليم العالي في الوطن العربي.

This research aims to develop a model for accreditation and quality assurance for higher education institutions of the Arab world; it is expected to adopt this model by the Arab higher education institutions to ensure the quality of input processes and outputs of these institutions. this model (Al- Khateeb Model) will contribute to the development and improvement of the functioning of the institutions of Arab higher education as well as to maximize its efficiency and effectiveness to adopt its outputs within the needs of the labor market and the requirements of comprehensive development plans and sustainable development in the Arab world. The research community consists of 60 experts in the field of higher education in the Arab world (presidents of universities and their deputies and members of the councils or commissions of accreditation and quality assurance). The researcher developed a questionnaire consisting of 118 items which resemble the proposed accreditation criteria for judging the quality of higher education institutions distributed on ten domains as follows: - Vision, mission, goals - Governance and Organization - Educational programs - Learning & Teaching - Sources of learning and libraries and information technology - Facilities and educational services - Research - Funding - Controlling, accountability and evaluation - Output The collected data is analyzed by using a statistical calculation of averages and standard deviations and the result revealed a high degree of agreement among the research community to adopt the proposed standards in the model (Al-Khateeb Model for accreditation and quality assurance) to judge the quality of higher education institutions of the Arab world.
