المستخلص: نظراً لأن الجامعات تؤدي دوراً حيوياً في تقدم الأمم، وفي تطور الثقافة والعلوم، وفي نشر العلم والمعرفة، ولها دور فاعل تجاه الثورة المعلوماتية والمعرفية، ونظراً لأن الجامعة ما هي إلا مؤسسة تعليمية تقع على قمة النظام التعليمي في المجتمع، وتعتبر أداته للقيادة الفكرية، فقد شهدت السنوات الأخيرة تطوراً ملحوظاً في مواقع الإنترنت الجامعية. وظهور البوابات الجامعية الضخمة التي تقدم خدماتها للمجتمع عامة وللطلاب والباحثين وأعضاء هيئة التدريس خاصة.
وتتمثل مبررات الدراسة في: النمو المتزايد في مواقع المكتبات الرقمية، وتطبيقها في العديد من الجامعات المصرية، مما يستلزم دمجها ضمن بوابات الجامعات والذي يرفع من ترتيب بوابات الجامعات، ولابد من وضع أسس ومبادئ ومحددة لتخطيط مواقع المكتبات الرقمية وتطويرها لتوفير فرص متكافئة وعادلة بين الطلاب وأعضاء هيئة التدريس والباحثين، وتسعى الدراسة لأن تكون نواة لخطة استراتيجية كبرى لتطوير المواقع الجامعية على مستوى جمهورية مصر العربية.
وقد توصلت الدراسة إلى تفوق موقع المكتبة الرقمية بجامعة الفيوم بحصوله على (64) درجة من مجموع 114 درجة، وتلاه موقع المكتبة الرقمية بجامعة جنوب الوادي والذي أحرز مجموع درجات 59، يقع مجموع درجات ثلاث جامعات ما بين 41 و46 درجة، وهم بني سويف والإسكندرية وعين شمس وتوصي الدراسة بضرورة السعي إلى خلق شكلاً معيارياً لتصميم مواقع المكتبات الرقمية على بوابات الجامعات المصرية الحكومية، والاهتمام بوجود خدمات معلومات تلاءم كل المستفيدين من المكتبات الرقمية سواء كانوا طلاب أم باحثين أم أعضاء هيئة تدريس وغيرهم.

Since universities play a vital role in the progress of nations, development of culture, science, and in the revolution of the information and dissemination of knowledge. Since the university is an educational institution at the top of the educational system in society. In recent years there has been a remarkable development in university websites and the emergence of large university portals that serve the community in general and students, researchers and faculty members in particular.
The reasons for the study are: The increasing growth in the digital library sites and its application in many Egyptian universities, which necessitates its integration within the university portals, and raises the order of the university portals. It is necessary to develop specific principles and foundation for planning and developing digital library sites to provide equal and fair opportunities among students, faculty members and researchers. The study seeks to be the nucleus of a major strategic plan for the development of university sites at the level of the Arab Republic of Egypt.
The study found that the digital library site at Fayoum University was the best with 64 points of the total score of 114, followed by the digital library at South Valley University which achieved a total of 59. The total of three universities is between 41 and 46 points, namely Beni Suef, Alexandria, and Ain Sham. The study recommends the need to strive to create a standard form for the design of digital library sites on the portals of Egyptian public universities, and attention to the existence of information services suitable for all users of digital libraries whether they are students or researchers or faculty members or others.
