المستخلص: تشكل الهجرات السكانية غير الشرعية واحدة من المشكلات الأساسية التي تثير قلق عدد كبير من دول العالم في الوقت الراهن لاعتبارات عديدة، غير أنها مختلفة، ذلك أن الأضرار المترتبة على الهجرات غير المشروعة ترتبط بالخصوصيات الاقتصادية والاجتماعية والثقافية والمكانية للدول التي تعاني منها، إذ تجد دولاً عديدة في هذه الهجرات تهديداً لمصالحها الاقتصادية منها والاجتماعية والسياسية، بالإضافة إلى الأبعاد الأمنية الأكثر خطورة، وتأتي الولايات المتحدة وأوروبا في مقدمة هذه الدول.
كما تولي دول عديدة أخرى اهتماماً بالهجرات غير المشروعة لما عليها من التزامات قانونية وسياسية إزاء الدول المتضررة من هذه الهجرات من جهة ولما يترتب على هذه الهجرات من مشكلات عديدة تمس أمنها الاجتماعي والاقتصادي والسياسي من جهة ثانية، لذلك أضحت هذه الأخيرة تحتل صدارة الاهتمامات الدولية والوطنية لاسيما في ظل التوجه العالمي نحو العولمة الاقتصادية وتحرير قيود التجارة، إذ ذلك يقضي بفتح الحدود وتخفيف القيود على السلع وحركة رؤوس الأموال وهذا ما أنتج آثاراً اقتصادية واجتماعية على الدول النامية والفقيرة. إن هذه الانعكاسات السلبية ساهمت بشكل كبير في زيادة وتيرة الهجرة غير الشرعية نحو الدول المتقدمة من أجل خلق ظروف معيشية أفضل للأفراد وبذلك يطرح الموضوع الإشكالية التالية: إلى أي مدى أمكن للمجتمع الدولي الحد من ظاهرة الهجرة غير الشرعية؟
وللإجابة عن الإشكالية ارتأينا تقسيم الموضوع إلى مبحثين اثنين يعالج أولهما ماهية الهجرة غير الشرعية وأسبابها، ويتطرق الثاني إلى الجهود التي بذلت للحد من ظاهرة الهجرة غير الشرعية على كل المستويات الدولية، الإقليمية والوطنية.

Illegal immigration is one of the fundamental problems that many countries in the world are concerned with for many reasons, although they are different. Illegal migrations has consequential damages that is linked to the economic, social, cultural and spatial specificities of the states that suffer from it. Many countries find in these migrations a threat to their economic, social and political interests, as well as the most dangerous security dimensions, and the United States and Europe are at the forefront of these countries.
Many other states also pay attention to the illegal migration because their legal and political obligations to the affected states by these migrations, on one hand, and the consequent problems affecting their social, economic and political security on the other. Therefore, the latter occupies the forefront of international and national concerns, especially in the light of global trend towards economic globalization and the liberalization of trade restrictions, as it requires the opening of borders and the easing of restrictions on goods and movement of capitals. This has created economic and social effects on developing and poor countries. These negative impacts have contributed significantly to increase the pace of illegal immigration towards developed countries in order to create better living conditions for individuals, and with that, the subject raises the following problematic issue: To what extent has the international community been able to reduce the phenomenon of illegal immigration?
In order to address the issue, we decided to divide the subject into two sections, the first deals with illegal migration and its causes, and the second deals with the efforts made to reduce the phenomenon of illegal migration at all international, regional and national levels.
