المستخلص: Our beloved prophet (pbuh)- in his honorable guidancesheds lights on the path to Allah’s (the exalted) satisfaction. In his guidance, the prophet pointed out the way for the ruler or the governor to maintain his faith. The research discusses the sovereignty as a trust that should not be assigned to someone unless he is completely capable of preserving this charge. It also points up how the ruler should assign posts to competent people, how the ruler should fulfill the commitments he made to the people before he received his post and how he should preserve the people’s money, being their right, otherwise he would be a traitor to trust. The research also talks about the kindness of the ruler to the people and how he should not burden or hurt them, how the ruler should share his people in prosperity or in distress, how he should not conceal himself from them, and how he should be attentive to the needs of his people in order to fulfill his vows. The research discusses seeking assistance from non- Muslims by the ruler, stating the prohibition of this act except in case of necessity when no Muslim can fulfill the need and this case is governed by restrictions of the Islamic law, and to what scholars of Islam decide in this regard.
