المستخلص: This study aimed to clarify the intellectual and analytical framework of foreign direct investments in Algeria. That is by providing an analytical evaluative view of the various policies pursued by the state during the 2003-2015 period, in the context of driving development and enhancing the national economic performance. From among the most important conclusions reached, was that the foreign direct investment projects in Algeria totaled 375 and were implemented by 306 foreign companies, at a cost of $68 billion. In addition, the Emirates is regarded to be from among the most significant investing countries in Algeria and by itself accounts for 5.22% of the total inflows. Also, the number of Algerian foreign direct investment projects totaled 15, which were implemented by Algerian companies, at an investment cost of $7.1 billion.
From the most important matters recommended by the study, was to pay attention to the regulation of administrative procedures and improving communications systems, which dictates taking care of the time dimension and the cost of investment generation. The presence of an undeveloped administrative environment for the generation of investment means elongating the period of time required to establish a project due to the inefficiency of the administrative system. That is in addition to the necessity of clarifying the legislative framework governing investment faced by investors, which contributes to the creation of a kind of security for investors and ensures justice in relation to potential disputes related to the investment. The necessity of activating the legislative framework related to the intellectual ownership rights and protection of innovation and this means supporting the emergence of inventions and the transfer of technology. And finally, the necessity to adopt the e-promotional model to encourage the foreign investment through the development of the National Investment Development Agency website, to make it possible to provide the foreign investor with investment information and data, which he requires about the country.

هدفت الدراسة إلى توضيح الإطار الفكري والتحليلي للاستثمارات الأجنبية المباشرة في الجزائر وهذا من خلال إعطاء نظرة تحليلية تقييمية لمختلف السياسات المنهجة من قبل الدولة خلال الفترة 2003-2015 في إطار دفع عجلة التنمية والنهوض بأداء الاقتصاد الوطني. ومن أهم النتائج المتوصل اليها هي أن مشروعات الاستثمار الأجنبي المباشر في الجزائر بلغ 375 مشروع تم تنفيذها من قبل 306 شركات أجنبية بتكلفة 68 مليار دولار، إضافة إلى أن الإمارات تعتبر من أهم الدول المستثمرة في الجزائر التي حصدت وحدها 5,22% من تكلفة التدفقات الإجمالية. كما بلغ عدد مشروعات الاستثمار الأجنبي المباشر الجزائرية 15 مشروع يتم تنفيذها من قبل شركات جزائرية بتكلفة استثمارية قدرها 7,1 مليار دولار.
كما أن أهم ما أوصت به الدراسة هو مراعاة تيسير الإجراءات الإدارية وتحسين نظم الاتصال وهو ما يعني الاعتناء بالبعد الزمني وتكلفة إنشاء الاستثمار، فوجود بيئة إدارية غير متطورة لإنشاء الاستثمار، يعني طول الفترة الزمنية اللازمة لتأسيس المشروعات بسبب تخلف الجهاز الإداري؛ اضافة إلى ضرورة وضوح الإطار التشريعي الحاكم للاستثمار أمام المستثمرين، مما يساهم في خلق نوع من الأمن لدي المستثمرين، وضمان العدالة في المنازعات المتعلقة بالاستثمار، وضرورة تفعيل الإطار التشريعي المتعلق بحقوق الملكية الفكرية وحماية الابتكار، وهو ما يعني دعم ظهور الاختراعات ونقل التكنولوجيا؛ وأخيرا ضرورة اعتماد نموذج الترويج الإلكتروني لتشجيع الاستثمار الأجنبي، من خلال تطوير الموقع الشبكي للوكالة الوطنية لتطوير الاستثمار ليتسنى له تزويد المستثمر الأجنبي مباشرة بالمعلومات والبيانات الاستثمارية التي يحتاجها حول الدولة.
