520		\|b The scope of this paper is to provide a general review of the changes and trends in higher education resulting from globalization, technological revolution, and the rise of the knowledge economy that impacts on issues of standards, quality and quality assurance. Furthermore, the proliferation of national public universities, private institutions and transnational providers and programs in many countries also presents new challenges to quality assurance. All these require national authorities and higher education institutions to adopt and implement different quality assurance mechanisms and practices to promote and enhance quality in higher education.
