المستخلص: The researcher addresses in this research a problem and an issue befall Iraqis for about two decades and still ,,It is the problem of people need for Electricity power ,and that the state became disabled to provide it for the public .and the people had to deal with public generators owners with various and many contracts with different conditions ,rules, and standards ,where the people had to close eyes on many special details of such contracts with the needs for such service ,and for such reasons the researcher was interested in the legal origin for all those contracts ,and he mentioned to legal contrary for some of those contracts and they fallen in the warnings that legislate denied them in financial transactions ,then he mentioned the need for some solutions to the failure of some of those contracts to become legislated and according to the right commercial contracts, and according to this research , five aspects of such contracts had been dealt among people, and their legislations differ according to the legal conditions ,and he recommended to depend on the general rules that he mentioned in the seventh request of the second chapter for the research.
