يجسد الوالي صورة حقيقية لعدم التركيز الإداري نظرا للسلطات والصلاحيات المسندة إليه، وعلى ضوء قانون الولاية فإن الوالي يتمتع بصلاحيات هامة جدا، فهو من جهة ممثل للدولة ومن جهة أخرى ممثل للولاية، إذ في إطار تمثيله للدولة يعتبر القائد الإداري لها، والممثل المباشر لكل وزير من الوزراء، ويسهر على تطبيق القوانين والتنظيمات واحترام رموز الدولة وشعاراتها، كما يمارس مهمة الضبط الإداري للمحافظة على النظام والأمن والسكينة العمومية. أما في إطار تمثيله للولاية فإنه يمثلها في الحياة المدنية والإدارية كما يمثلها أمام القضاء ويسهر على نشر مداولات المجلس وتنفيذها، ويقدم تقريرا عند كل دورة للمجلس الشعبي الولائي حول تنفيذ المداولات كما يعد وينفذ الميزانية ويمارس سلطة الإشراف على المصالح التابعة للولاية.
