المستخلص: يعد العدوان ظاهرة واسعة الانتشار في المجتمعات الحالية، إذ تكاد تشمل العالم بأسره، فلم يعد العدوان مقصورا على الأفراد فحسب، وإنما اتسع نطاقه ليشمل الجماعات والدول والحكومات.
تستند الدول المعتدية على أحدث وأمهر أساليب الدعاية الإعلامية قصد تسويغ عدوانها وتضليل الرأي العام، وذلك باختلاق المبررات الواهية والأعذار الوهمية، إذ أن كل الحروب عسكرية كانت أو اقتصادية أو سياسية إنما هي في الواقع حروب دعائية لأنها تهدف إلى تغييب العقل وتقبل رغبات العدو، ومما أن الأهداف السياسية للحرب تختلف في طبيعتها من ناحية عامل الزمن، فإن أهداف الحرب الدعائية هو إنهاء الحرب بنجاح.
ويتعرض هذا المقال إلى أهم المبررات التي تتمسك بها الدول المعتدية بغية تبرير وتسويغ عدوانها على النطاق الدولي، وتشمل هذه المبررات: مكافحة الإرهاب الدولي وجود حالة الضرورة، والاستناد إلى فكرة الحق التاريخي.

L’agression est un phénomène très répandu dans les sociétés actuelles. Elle régnerait dans le monde entier. L’agression n’est plus limitée aux individus, mais son cercle s’est élargi pour contenir les collectivités, les pays et les gouvernements.
Les pays agresseurs s’appuient sur les méthodes les plus récentes de la propagande de média afin de justifier leur agression et pervertir l’opinion publique en créant des justifications illusoires et des prétextes fictifs. Toutes les guerres quelles que soient militaires, économiques ou politiques, ne sont en effet que des guerres de propagande car elles visent à faire éloigner la raison et accepter les désirs de l’ennemi. Comme les objectifs politiques de la guerre se diffèrent en nature en termes du facteur du temps, les objectifs de la guerre de propagande sont à mettre fin à la guerre avec succès.
Le présent article démontre les justifications les plus importantes sur lesquelles les pays agresseurs persistent pour justifier et couvrir leur agression au niveau international. Parmi ces justifications on cite : la lutte contre le terrorisme international, l’existence d’état de nécessité, l’appui sur l’idée du droit historique.

Aggression is a widespread phenomenon in present-day societies, covering almost the entire world. Aggression is no longer limited to individuals, but rather its scope has expanded to include groups, states and governments.
The aggressor states rely on the latest and most skilled methods of media propaganda in order to justify their aggression and to mislead the public opinion. That is through the creation of flimsy justifications and false excuses, as all wars, whether military, economic or political, are in fact propaganda wars, as they seek to make the mind absent and to accept the wishes of the enemy. As the political objectives of war differ in respect to their nature in terms of the time factor, the objectives of the propaganda war are therefore to successfully bring the war to an end.
This article examines the most important justifications invoked by the aggressor States in order to justify and legitimize their aggression on an international scale. These include: Combating international terrorism, the presence of a state/case of necessity, in addition to exploiting the notion of historical right.
