يعد الوقف بمفهومه الواسع أصدق تعبير، وأوضح صورة للصدقة التطوعية الدائمة. بل له من الخصائص، والمواصفات ما يميزه عن غيره، وذلك لعدم محدوديته، واتساع آفاق مجالاته، والقدرة على تطوير أساليب التعامل معه. وكل هذا كفل للمجتمع المسلم التراحم، والتواد بين أفراده على مر العصور بمختلف مستوياتها السياسية، والاقتصادية، والاجتماعية التي مرت بها الأمة الإسلامية خلال الأربعة عشر قرناً الماضية. فنظام الوقف مصدر مهم لحيوية المجتمع، وفاعليته، وتجسيد حي لقيم التكافل الاجتماعي التي تنتقل من جيل إلى آخر، حاملة مضموناتها العميقة في إطار عملي يجسده وعي الفرد بمسؤولياته الاجتماعية، ويزيد إحساسه بقضايا إخوانه المسلمين، ويجعله في حركة تفاعلية مستمرة مع همومهم الجزئية، والكلية. وينظر كثير من الباحثين إلى نظام الوقف باعتباره أحد الأسس المهمة للنهضة الإسلامية الشاملة بأبعادها المختلفة الاقتصادية، والاجتماعية، والسياسية، والعلمية، لذا فقد اتجهت الأنظار إليه مرة أخرى بعد تغيب دوره العظيم لعقود طويلة باعتباره البذرة الصحيحة لبداية النهضة الشاملة لجميع مجالات الحياة في الأمة المسلمة. ولعل من المبشرات في ذلك أن الندوات عن الوقف أخذت تتري على امتداد العالم الإسلامي، فما إن تختم ندوة إلا وتبدأ أخرى، ولاشك أن البداية الصحيحة لعودة الوقف إلى مكانه الفاعل في دولاب العجلة التنموية الشاملة هو إثارة الشعور، واستنهاض الهمم نحو تجلية حقيقته، والدور الذي قام به سابقاً. وسيحاول هذا البحث الإشارة إلى الكشف عن المحددات، والضوابط، أو المعايير الشرعية التي تقف وراء شكل العملية الاستثمارية للمال الوقفي، والدور الذي يؤديه في حياة المجتمعات الإسلامية، وإبراز سمات التكاتف، والتعاضد التي تفرد المجتمع المسلم، وتميزه بها عن غيره من المجتمعات.
