المستخلص: This study aimed to ascertain the reality of the role of school administration in respect to the development of citizenship values among the secondary school stage students, from the perspective of the administrators of the secondary schools in Kuwait. To achieve the objective of the study, the researcher designed a questionnaire consisting of 47 sections which measure 8 citizenship values: Love of the nation, belonging and loyalty, positive dialogue, equality, national solidarity, tolerance and accepting the other, freedom and political participation. After affirming the indications of its reliability and consistency, the questionnaire was applied upon 109 male and female administrators of the secondary schools, representing 80% of the original study community. To answer the questions of the study, the arithmetical averages and standard deviations were extracted for each field of study and the “T” test and analysis of variance test (ANOVA) were also utilized.
The study results revealed that the ranking order of the citizenship values developed by the school administration among the secondary stage students in Kuwait is as follows: 1 - The love of the nation, 2 - Belonging and loyalty, 3 - Positive dialogue, 4 - Equality, 5 - National solidarity, 6 - Tolerance and accepting the other, 7 - Freedom, 8 - Political participation. The results also revealed the absence of statistically substantiated differences, within the responses of the secondary stage administrators, towards the reality of the role of the school administration in respect to developing the citizenship values, attributed to the variables of gender, work experience length in terms of years and educational region. That is as the indicative level of differences reached (α ≥ = 0.05). The study also brought several recommendations which could assist the secondary school stage to develop citizenship values within their students.

هدفت هذه الدراسة إلى تعرف واقع دور الإدارة المدرسية في تنمية قيم المواطنة لدى طلاب المرحلة الثانوية من وجهة نظر مديري المدارس الثانوية في دولة الكويت. ولتحقيق هدف الدراسة قام الباحث بتصميم استبانة مكونة من (47) فقرة تقيس ثماني قيم للمواطنة (حب الوطن - الانتماء والولاء - الحوار الإيجابي - المساواة - التضامن الوطني- التسامح وقبول الآخر - الحرية - المشاركة السياسية). وبعد التأكد من دلالات صدقها وثباتها طبقت على (109) مديري ومديرات مدارس ثانوية، يمثلون نحو (80%) من مجتمع الدراسة الأصلي. وللإجابة عن أسئلة الدراسة استخرجت المتوسطات الحسابية والانحرافات المعيارية لكل مجال من مجالات الدراسة، بالإضافة إلى استخدام اختبار (ت) واختبار تحليل التباين الأحادي ( ANOVA).
أظهرت نتائج الدراسة أن ترتيب قيم المواطنة التي تنميها الإدارة المدرسية بين طلاب المرحلة الثانوية في دولة الكويت كان على النحو التالي: 1 - حب الوطن، 2 - الانتماء والولاء، 3 - الحوار الإيجابي، 4 - المساواة، 5 - التضامن الوطني، 6- التسامح وقبول الآخر، 7 - الحرية، 8 – المشاركة السياسية. كذلك أظهرت نتائج الدراسة عدم وجود فروق ذات دلالة في استجابات مديري المدارس الثانوية نحو واقع دور الإدارة المدرسية في تنمية قيم المواطنة تعزى لمتغيرات الجنس وسنوات الخبرة والمنطقة التعليمية؛ إذ لم تتجاوز هذه الفروق مستوى دلالة (  = 0.05)، وخرجت الدراسة بعدد من التوصيات التي قد تساعد مديري المرحلة الثانوية على تنمية قيم المواطنة في نفوس طلابهم.
