Measuring public opinion was and still is, one of the most important means used by journalists to know the opinion of people- somewhere- towards a particular case, as for example , knowledge about how people, in a certain state ,see the chance of winning of a certain Presidency candidate, or the opinion of people in a particular city towards an important issue. The measurement of public opinion institutions resort to systematic ways , to reach approximately , the result ,or the decision ,which will be taken either in elections, in the case of choosing the head of state or members of Parliament, or the vote of people on a certain law ,by measuring public opinion to determine the approximate result of an event before officially voting on it . So the researchers dealt with multi gauge public opinion in this research under the title:” the effectiveness of measuring public opinion in the Arab world (a comparative study on Jazeera Net and Al Arabia Net) The importance of the study lies in that it is trying to stand on the effectiveness of measuring public opinion by following the road of sound and correct scientific methodologies , in order to reach correct results or -to a large extent- close to correctness , making easier and correct perception of any situation ,whether political or social towards the issue, making it easier for officials and policymakers to reach the decision and solution for any question based on the predicted gauge public opinion before it is worse or difficult to resolve. Measuring public opinion is one of matters in which Arab citizen fears dealing with institutions that are working on him, so we need public awareness in the Arab world, that there are no harms on the citizen in telling his opinion boldly and openly. This cannot be accessed without education and democratic evolution in the Arab region, and this can be done through educating people and assuring them that what follows after taking information through institutions gauge public opinion does not go anyway to other non-organizations gauge of public opinion measuring public opinion .We need evolution in the Arab world, by supporting institutions financially and non-harassing them by the State, and giving adequate space to reach the correct results ,which contribute to the development of society and the development of democracy in the Arab world. The study aimed to: - Identify the causes and means of measuring public opinion, by stating of the most important methods used in measuring public opinionStand on the problems and difficulties faced by the gauge public opinion and coming with results that help in promoting the measurement process, and to know the opinion of the Arab citizens on the sites that organize referendum ,whether they are all credible. The study important findings and recommendations are: To reach to correct results in the measurement of public opinion, we have to develop correct methods towards a certain issue or a certain candidate, and find out the opinion of people towards a particular subject before publishing the official results, otherwise we will commit many errors that may occur and can lead to disastrous results. One of the most important recommendations is to work on creating specialized institutions working to gauge public opinion organization and accurate ways to reach closer to the true outcomes.State support for institutions of measuring public opinion, materially and not politically, and to give them the powers and wide freedom. Work to guide citizens and make them aware of the explicit and correct response to questions from a questionnaire to get public opinion to correct views, and far from fear and hesitation.
ظل قياس الرأي العام ولايزال من أهم الوسائل التي يلجأ إليها الإعلاميون لمعرفة رأي الناس في مكان ما تجاه قضية ما ، وتقوم بقياس الرأي العام مؤسسات تستخدم فيقياسه طرق منهجية للوصول إلى نتائج تقريبية، ونتناول في هذا البحث موضوع قياس الرأي العام تحت عنوان :فاعلية قياس الرأي العام في العالم العربي ( دراسة مقارنة بين موقعي الجزيرة نت والحرة نت) . استخدمنا المنهج المسحي باعتباره من أهم المناهج المستخدمة حالياً في بحوث الإعلام وقياس الرأي العام،وتكمن أهمية الدراسة في أنها تحاول الوقوف على فاعلية قياس الرأى العام من خلال اتباع الطرق العلمية السليمة ، وذلك بهدف الوصول إلى نتائج صحيحة أوقريبة إلى الصحة، مما يسهل الإدراك المبكر والصحيح لأي وضع كان سياسي أو إجتماعي تجاه مسألة ما، فقياس الرأي العام من الأمور التي يتهيب المواطن العربيالتعامل مع المؤسسات التي تعمل فيه، لذلك من الواجب توعية الجماهير في الوطن العربي بأن من واجب المواطن أن يقول رأيه بكل جرأة وصراحة، ولا يمكن الوصول لذلك إلا بتوعية وحدوث تطور ديمقراطي واسع في المنطقة العربية، وذلك يتم بتثقيف الناس بأن ما يتبع ويؤخذ من معلومات عن طريق مؤسسات قياس الرأي العام لا يستعانبه من أي جهة أخرى غير الجهات المختصة في قياس الرأي العام. وتهدف الدراسة للوصول إلى أي مدى يثق المواطن العربي في موقعي الحرة والجزيرة نت لكي يصل لهما رأي المواطن العربي في أدائهما، ومن خلال نظرة المواطن العربي لهن، يعملن على تصحيح مسارهن. والتعرف على أسباب ووسائل قياس الرأى العام، وبيان أهم الطرق المستخدمة فى قياس الرأى العام، والوقوف على المشكلات والصعوبات التى تواجة قياس الرأى العام والخروج بنتائج تساعد فى عملية القياس بشكل صحيح، ومعرفة رأي المواطن في العالم العربي في المواقع التي تقوم بالإستفتاء وهل تحظى بالمصداقية لديه. وخلصت الدراسة بنتائج وتوصيات. وتمثلت أهم النتائج في : أن طرق قياس الرأي العام تجعلنا نصل إلى نتائج أقرب إلى الصحة تجاه قضية رأي عام معين أو شخص مرشح. وأن معرفة رأي الناس تجاه موضوع معين قبل حدوثه يؤدي إلى تدارك أي أخطاء قد تحدث .وأن الجزيرة نت تحظى بمصداقية عالية لدى المواطن العربي أكثر من الحرة نت. أما أهم التوصيات تمثلت في : العمل على إيجاد مؤسسات مختصة تعمل على قياس الرأي العام بطرق علمية منظمة ودقيقة للوصول إلى نتائج أقرب إلى الصحة. وضرورة دعم الدولة لمؤسسات قياس الرأي ومنحها صلاحيات وحرية تمكنها من أداء مهامها .
