|a تهدف هذه الدراسة إلى توضيح دور المصارف الإسلامية في المشاركة بمعالجة مشكلة الأمن الغذائي في العالم الإسلامي وتوضح أن الشريعة الإسلامية شاملة لكل جوانب الحياة ومنها الجانب الغذائي والذي يخبرنا تبارك وتعالى في سورة فصلت: {وجعل فيها رواسي من فوقها ....) ولكن الأمر الذي يؤسف له أن المسلمين كثيرا ما يبحثون في هذه النظريات والآراء دون أن يطلعوا على نصوص الشريعة، فالإسلام هو الدين الوحيد الذي تعرض لاقتصاديات الأمن الغذائي من خلال لفت الأنظار إلى أهمية إعمار الأرض وفلاحتها والاستفادة منها، مع ملاحظة أن هذه الثروات يشترك فيها جميع البشر، عملا بقوله عليه السلام: (الناس شركاء في ثلاثة الماء والعشب، والنار)، وتهدف الدراسة إلى توضيح دور المصارف الإسلامية في معالجة مشكلة الأمن الغذائي، استخدم الباحث منهجي الاستقراء والاستنباط في هذا البحث وكذلك بعض أدوات التحليل الاقتصادي، ومن نتائج الدراسة أن للمصارف الإسلامية دور في تحقيق التنمية الاقتصادية والاجتماعية وبصفة خاصة علاج مشكلة الأمن الغذائي وأن التمويل عن طريق السلم من انسب الأساليب لمعالجة مشكلة الأمن الغذائي، حيث انه قليل المخاطر على الطرفين وأن المنهج الإسلامي يقدم منظومة من صيغ التمويل الإسلامي التي تصلح لكل زمان ومكان وأن من شأن التغيرات الأخيرة نتيجة أزمة الغذاء والوقود والأزمة المالية والاقتصادية التي يشهدها الاقتصاد العالمي منذ سبتمبر 2008 وأن تلعب المصارف الإسلامية دور اكبر فاعليه على مستوى الاقتصاد العالمي والتوزيع غير المتوازن والذي يعد من أهم أسباب انعدام الأمن الغذائي، ومن التوصيات إنشاء إدارات متخصصة للأمن الغذائي في المصارف الإسلامية وإعداد كفاءات مصرفية متخصصة لذلك وتخفيض معدلات هامش ربحية المصارف في مشروعات الأمن الغذائي من باب الإحساس بمسئوليتها الاجتماعية وإنشاء صناديق استثمارية تشارك فيها المصارف الإسلامية تكون متخصصة في الحد من مشكلة الأمن الغذائي وقيام الهيئات الشرعية بالمصارف والفقهاء والخبراء بابتكار صيغ تمويلية إسلامية غير تقليدية تتناسب مع التغيرات المعاصرة للاقتصاد العالمي.
|b The Islamic Sharia is covering all aspects of life, including food side, that the Almighty Allah tells us in Surat Fussilat - verse 10 " He placed therein (i.e. the earth) firm mountains from above it. and He blessed it. and measured therein its sustenance (for its dwellers) in four days equal (i.e. all these four 'days' were equal in the length of time), for all those who ask (about its creation). ” Unfortunately, we as Muslims often look out at these theories and opinions without reading the texts of Islam whereas the livelihoods of the people are already distributed and scattered ali over the earth. I he Almighty Creator has singled out every part of wealth to be sufficient for its inhabitants and satisfy their needs, but what is happening is that some people may oppress others, and some do not perform their required legitimate role. Islam is the only religion that undertook the economics of food security through drawing attention to the importance of constructing and cultivating Earth, and the ways of utilizing it with remarking that such wealth is shared by all human beings, according to the saying of Prophet, peace be upon him: (people are partners in three subjects; water, grass and fire.) Islam has given a special attention to agriculture and its importance. As the Prophet, peace be upon him said that the one who revives a dead piece of land, it would be his own. The importance of this study lies in clarifying the role of Islamic banks in the process of food security in the Islamic world. The study aims to clarify the role of Islamic banks in dealing with the problem of food security. The researcher used inductive and deductive methods in this research as well as some of the tools of economic analysis. One of the results is that the Islamic banks have a role in achieving economic and social development specially the dealing with the problem of food security, and the financing through the peace is one of the most appropriate methods to treat the problem of food security. The Islamic approach has few risks for the two parties and it offers a system of Islamic modes of finance which are valid for every time and everywhere. Whereas the recent changes as a result of the food and fuel crisis and the financial and economic crisis that the world economy has faced since September 2008, Islamic banks may play an effective role at the world economy as the unbalanced distribution is considered as one of the most important causes of food insecurity. There are some recommendations. First, creating specialized departments for food security in Islamic banks and preparing specialized banking efficiencies. Second, reducing of banks’ profitability margin rates at food security projects due to the awareness of social responsibility. Then, establishing of investment funds and to be participated by Islamic banks while they should be specialized in reducing of the food security’s problem. Finally, creating non-traditional Islamic finance modes by the banks' legitimate staffs, scholars and experts in order to agree with the contemporary changes of the world economy.
