هدفت هذه الدراسة إلى التعرف على مدى توفر متطلبات نجاح مشروع الحكومة الالكترونية في فلسطين من خلال تحليل أراء بعض العاملين في الإدارات العليا للوزارات الفلسطينية باستخدام الاستبانة كأداة للدراسة وتم توزيعها على مجتمع الدراسة الذي شمل سبعة مواقع إدارية في الوزارات الفلسطينية حيث أستخدم المسح الشامل لمجتمع الدراسة الذين بلغ عددهم 100 شخص كما بلغت نسبة الاستجابة 60% وقد أستخدم المنهج الوصفي التحليلي للوصول إلى النتائج كما تم استخدام برنامج التحليل الإحصائي SPSS لتحليل البيانات والوصول للنتائج. أظهرت الدراسة مدى توفر متطلبات نجاح الحكومة الالكترونية في فلسطين والتي تفاوتت في نسبة توفرها. وقد خلصت الدراسة لمجموعة من النتائج من اهمها: ان هناك غموض وقصور في مفهوم الحكومة الإلكترونية لدى المبحوثين، ولم يشارك المسئولون في الوزارات في صياغة رؤية وخطة لمشروع ومع ذلك فإنهم اظهروا واقتناعا كبيرا بأهمية ومزايا الحكومة الالكترونية، كما أظهرت الدراسة ضعف البنية التحتية لدى الوزارات الفلسطينية وعدم توافر الكفاءات البشرية بالشكل المطلوب وكذلك عدم وجود خطط التدريب الهادفة لرفع كفاءة العاملين، كما ظهر اقتناع كبير لدى المبحوثين بأهمية التوعية بالمشروع. خلصت الدراسة إلى جملة من التوصيات من اهمها: ضرورة الاهتمام بالكفاءات البشرية وتنميتها، الاهتمام بالبنية التحتية ووضع الخطط لتكاملها في جميع المؤسسات الحكومية مع وجود التنسيق الكامل بين الوزارات. كذلك اهمية إشراك المسئولين في التخطيط للمشروع مع توفر القيادة الفاعلة والمؤهلة وإعطاءها لدعم لقانوني والتشريعي اللازم كما لا بد من الاهتمام بالهيكليات التنظيمية والوظيفية لتتلاءم مع التغيرات المطلوبة للحكومة الالكترونية، مع العمل على تخفيف الاجراءات اللازمة لتقديم الخدمة وضرورة توافر أدلة إرشادية لتوعية المواطنين.
This study aimed to know to what extent the success of e-government requirements is available in Palestine. This was examined by analyzing the opinions of the Palestinian ministries top management and officials. For this purpose, a questionnaire as a study tool was distributed on the study community which included seven administrative positions from the Palestinian ministries. 60 questionnaires out of 100 distributed were completed and received. The Analytic Descriptive Approach was adopted to attain the results. In addition, data was analyzed using SPSS program. The study revealed the availability of the success of e-government requirements in Palestine which is varied in its availability. Also, the study concluded the following main findings: -There is a shortage and vagueness in understanding the concept of e- government. -Although they are convinced with the importance and advantages of e- government, the responsible in the ministries didn't participate in formulating the project’s vision and plan. -The ministries lack the necessary infrastructure and human resources required and the training plans to build the capacity of employees as well. -There is a great conviction in the importance of the project amongst the respondents. The following recommendations were drawn out from the study: -It is necessary to give more concern to the human resources development. -Give more attention to the infrastructure and set up plans to enhance the coordination and integration amongst all governmental organizations -It is crucial for all responsible to participate in planning for the project, and to give all kinds of supports to the leaders to lead the process. -More attention should be paid to the organizational and functional structures to fit with the e-government requirement; and to simplify the work procedures in service delivery and ensure that guidelines are available to the public.
