|a منذ زمن بعيد وعبر مختلف العالم، كانت الأقاليم الريفية تسير بطريقة مركزية مما نتج عنه تنمية محدودة وتهميش لهته الأقاليم، ومع ظهور المقاربة المشاركاتية شاهدها تحولا معتبرا للأقاليم، هذه المقاربة تعتمد على إعطاء الفاعلين المحليين مكانة هامة في تنمية أقاليمهم أي أصبحت المقاربة تصاعدية ، فاقتراحات التنمية تأتي من الأسفل إلى الأعلى. الجزائر والتي ليست بمعزل عن باقي الدول، قررت في مطلع الألفينات وضع سياسة تجديد ريفي تعتمد على مشاركة الفاعلين المحليين في تحقيق تنمية متعددة القطاعات في المناطق الريفية وهذا من خلال اعتماد المشروع الجواري للتنمية الريفية المدمجة.\ من خلال هذا العمل سنحاول كخطوة أولى تقديم الإطار النظري ومختلف المفاهيم المتعلقة بالمشروع الجواري للتنمية الريفية المدمجة، ثم سنعالج واقع تطبيق وانجاز هته المشاريع في الجزائر منذ المرحلة التجريبية إلى مرحلة التعميم ومختلف النتائج التي حققتها.
|b For a long time, and around the world, rural areas were managed with methods characterized by centralization, which has led to marginalization and limited territorial development. With the advent of the participatory approach, we are witnessing a metamorphosis territories. This participatory democracy has reserved an important local actors in the development of their territory to the process, became ascendant . Algeria, which is not to be outdone, decided in the 2000s to establish a rural renewal policy based on the participation of local actors with a multisectoral rural development through Project Proximity Rural Development integrated ( PPDRI ) , one of the preferred operational instruments of rural renewal policy .\ In this work we opted first to present the theoretical framework of PPDRI to understand and identify the concepts that it knows . Second, we tried to analyze the state of implementation of PPDRI the experimental phase to the phase of generalization and the results achieved.
|d Pendant longtemps, et partout dans le monde, les territoires ruraux étaient gérés avec des méthodes caractérisées par la centralisation, ce qui a conduit à une marginalisation et à un développement limité des territoires. Avec l’avènement de l’approche participative, nous assistons à une véritable métamorphose des territoires. Cette démocratie participative a réservé une place importante aux acteurs locaux dans le développement de leur territoire où la démarche devient ascendante. L’Algérie qui n’est pas en reste, a décidé dans les années 2000, de mettre en place une politique de renouveau rural basée sur la participation des acteurs locaux avec un développement multisectoriel des zones rurales à travers Le Projet de Proximité de Développement Rural Intégré (PPDRI), l’un des instruments opérationnels privilégiés de la politique de renouveau rural. \ Dans ce travail nous avons opté en premier lieu pour la présentation du cadre théorique du PPDRI afin de comprendre et de cerner les notions qui caractérisent ce dernier. En deuxième lieu, nous avons essayé d’analyser l’état de mise en œuvre des PPDRI en Algérie de la phase expérimentale à la phase de généralisation et les résultats réalisés.
