إن الفتوى مهمة جليلة، لها آثار خطيرة على الفرد والمجتمع، في دنياهم وأخراهم، وهي مسؤولية جسيمة؛ ومنصب الفتوى منصب جليل القدر، عظيم الشأن، ويكفي دلالة على ذلك أن الله جل شأنه وصف العلماء المفتين بأهل الذكر، إذ قال عز من قائل: (فاسْألوا أهْل الذكْر إنْ كنْتمْ لا تعْلمون) (سورة النحل: 43). ومن جانب آخر، أصبحت القنوات الفضائية حقيقة واقعة، دخلت البيوت دون استئذان، وتجاوزت حدود الأقاليم والبلدان، وشملت في برامجها الصغير والكبير. ومن أهم ما يشد الانتباه، إفراد بعض الفضائيات برنامجا خاصا للفتوى، يوجه للمشاهدين في كل مكان؛ فبعد أن كان المستفتي في السابق يحتاج للذهاب للمفتي في المسجد أو مكتبه، أصبح الآن لا يحتاج إلا للجلوس أمام التلفاز لتلقي الإجابة من أي مكان من العالم. ومع ما لهذا الأمر من إيجابيات، ومع عظم وأهمية الفتوى، وجلالة منصب المفتي، فإن المتتبع لواقع حال ظاهرة الإفتاء عبر الفضائيات، يجد في بعضها غفلة كبيرة عن ضوابط الإفتاء، فلا مراعاة للشروط التي يجب توافرها في المفتي، ولا إدراك لخطر الإفتاء بغير علم، أو الإفتاء بما يخالف الكتاب والسنة، ولا الإحساس بالآثار السلبية لهذا الإفتاء، ولا محاولة الرجوع إلى الصواب وتصحيح الخطأ عند تبينه. ولدراسة الموضوع اتبعت الخطة الآتية: 1. تعريف الفتوى. 2. أهمية الفتوى ومقام المفتي. 3. الشروط الواجب توافرها في المفتي، والآداب التي يجب أن يتحلى بها. 4. خطر الإفتاء بغير علم 5. بيان طريقة ال إفتاء عبر الفضائيات 6. آثار الإفتاء عبر الفضائيات 7.الضوابط التي يجب مراعاتها في الإفتاء عبر الفضائيات - خاتمة \
The legal ruling is a honourable duty which has a dangerous effect on the individuals as well as society, in their present life and afterlife. It is also considered as a serious responsibility. The legal ruling is a decent and worthy job as it is proved that the Almighty God “Allah” have described the scholars, who offer a legal opinion, as relatives of glorification . On the other hand, the TV channels has become a real truth that enter houses without permission and had passed the regional limits as well as countries, its programs include the old and the young. What is most important is that some channels have set up a special program about legal ruling presented to people in everywhere while in the past, the person who wants to ask about a religious matter need to go to the Mufti in the mosque or his office; but now days he have just to set in front of the TV to receive the answer from any place in the world. This fact have a positive results ,with the great importance of legal ruling and honourable job, the observer to this phenomena on channels find in some of it a great inattention of legal restrains, therefore no respect to the conditions that Mufti should has, no perception to the danger of legal ruling with no awareness or offering a legal opinion contradictory to the Holy Qur’an and Sunnah. Also with no sensation to the negative effects of this legal opinion, and no referring to the right in order to correct the wrong when it is clarified. To study this subject I follow the following plan: 1- definition of legal ruling. 2- importance of legal ruling and position of Mufti. 3- conditions and morals that must be fulfilled in Mufti. 4- the danger of legal ruling with no awareness. 5- demonstrate the process of offering a legal opinion on channels. 6- effects of legal ruling on channels. 7- restrains that should be taken in consideration in legal ruling through channels. 8- conclusion. \
