المستخلص: This study examines the role of security and police institutions in Egypt which led to the out braking of a revolution in 25th Jane 2011. Thus the study examines the factors behind the revolution and gives historical background as well as it answers the enquiry whether such case and revolutionary phenomenon is peculiar to Egypt a lone or it may apply to other countries such as Sudan. Knowing the fact that. Both Egypt and Sudan have similar and joint history. The Study also accounts for the challenges and role of external force behind progressive controlling of security and police forces over stat's institutions such a control was not available under normal and political instability conditions. Finally, the study tries to predict the future of security and police institutions in both contraries after Arab spring revolutions and possibility of new reformations occurrence . In such case could new reformations lead to establishment of new model free from past shortcomings or the reformations may occur superficially not essentially. \
