المستخلص: أصبحت شبكة المعلومات الدولية (الإنترنت)، جزءا من حياتنا اليومية الشخصية والمهنية، نظرا لما توفر هذه الشبكة من خدمات فريدة للأشخاص والمؤسسات والدول، ممثلة في تبادل المعلومات بكافة أشكالها ونصوصها وصورها... الخ، بشكل سريع وسهل. وقد أصبحت الإنترنت في هذه الأيام مسيطرة في كل مكان، فعناوين الويب تظهر في الإعلانات والصحف والتلفاز... هناك برامج تلفزيونية ومجلات مخصصة للإنترنت، وأصبح كل برنامج جديد للحواسيب أو الهواتف الذكية مزود بالعديد من مزايا الإنترنت ويصفون بأنها فسيحة رحبة ومتغيرة على الدوام. لذا فلا أحد يدعى أنه سيدها، ولم يستطع أحد أن يغوص في أعماقها، ولا احد يعرف كل شيء عنها لأنها تتغير كل يوم.
لكن المتصفح في أعماقها كربان السفينة، يستطيع أن يرسم طرقه في البحار كل مرة، وكل رحلة مليئة بالكنوز والمعلومات الجديدة. فإما أن تكون مفيدة وتزيد في الثقافة والتعليم وإما أن تكون مسيئة فتزيد من الانحراف. وهذا الأخير ما استغلته جماعات متطرفة، لتمرير أفكارها وتجنيد صفوفها، مستغلة الأوضاع المزرية التي يتخبط فيها الشباب في العالم عامة والعربي والإسلامي خاصة. فادت إلى نشوب حروب "إلكترونية" يراها البعض أشد فتكا من الحروب التقليدية، بما لها أثار تدميرية كبيرة خاصة على العقل البشري. لذلك بدأ المجتمع الدولي في الآونة الأخيرة التحرك لسد هذه الثغرة الإلكترونية الخطيرة في جبهة مكافحة الإرهاب عبر العديد من الإجراءات. ومن ذلك دعوة "اليونسكو" لعقد مؤتمر في باريس، لدراسة السبل الكفيلة بمكافحة التطرف والتشدد لدى الشباب في المجال الإلكتروني، وجاء في بيانها الإعلامي: أن الإنترنت باتت تشكل جزءا أساسيا من حياة الشباب اليوم، من التنشئة الاجتماعية والترفيه، إلى أداء الواجبات المنزلية، وهي تتيح فرصا جديدة واسعة النطاق للاتصال والتعليم، وفي الوقت نفسه توفر الشبكة الإلكترونية للمتطرفين والمتشددين أدوات فعالة لنشر الكراهية والعنف واصطياد المجندين المحتملين، وإعدادهم للتحرك، مما يؤدي إلى إنشاء جماعات في الفضاء الإلكتروني من شأنها تشجيع التشدد على الصعيد العالمي.

The International Information Network (Internet) has become part of our daily personal and professional life, due to its unique services for individuals, institutions and countries, represented in the exchange of information in all its forms, texts and images etc., quickly and easily. Nowadays the Internet has become dominant everywhere. Web addresses appear in ads, newspapers, and television. There are television programs and magazines dedicated to the Internet. Every new software for computers or smartphones is equipped with many features of the Internet, and they are described as spacious and constantly updating. So no one claims to be the owner of it, and no one can dive into its roots, and no one knows everything about it because it changes every day.
However, those who browser in its depths are like the captain of the ship who can make his ways into the seas every time, and every journey is full of treasures and new information. Either they are useful and increase in culture and education, or they are offensive and further deviant. This latter has been exploited by extremist groups to pass their ideas and recruit their tiers, taking advantage of the deplorable conditions in which young people are acting haphazardly in all over the world in general and in the Arab and Islamic world in particular. It led to the outbreak of “electronic” wars, which some people see as more deadly than conventional wars, with great destructive effects, especially on the human mind. The international community has therefore recently begun to act to address this serious cyber gap in the counter-terrorism front through numerous measures. This includes the call by UNESCO to hold a conference in Paris to study ways to combat extremism and radicalization among young people in the electronic field. The media statement UNESCO stated that the Internet is an essential part of the lives of young people today, from socialization and entertainment to the performance of homework. It offers wide-ranging new opportunities for communication and education. At the same time, the electronic network provides the extremists and the radicals with effective tools to spread hatred and violence and to hunt potential recruits and prepare them for action. This leads to the creation of groups in cyberspace that will encourage radicalization globally.
