المستخلص: أصبحت المعلومة في الوقت الحاضر تمثل موردًا أساسيا حتى أصبح مفهوم القوة اليوم مرتبط بالقدرة على اكتساب المعلومة وإنتاجها، فالمؤسسات التي تسعى إلى التطور تتنافس لتكون الأولى في حصولها على المعلومات المناسبة في الوقت المناسب، ونظرا للتطور السريع الذي يعرفه المجال الاقتصادي بصورة عامة والتكنولوجي خاصة أصبح من الضروري أن تتفاعل المؤسسة مع هذه التغيرات التي تحدث في البيئة الخارجية والتحكم في تسيير المعلومة يعد ركيزة أساسية ونقطة قوة لدى المؤسسة، ونظرا لأهمية المعلومات أصبح من الضروري إيصالها إلى المعنيين باتخاذ القرار بالمؤسسة. وهذا لكونها موردا إستراتيجيا هاما تعتمد عليه، وهذا راجع إلى الأهمية البالغة التي تحتلها هذه الأخيرة في تسيير وظائفها وأعمالها، كما تساهم في زيادة قدرة المؤسسة (الإدارة) على رسم الخطط والسياسات والاستراتيجيات الصحيحة التي تقودها إلى تحقيق أهدافها. فإذا كانت البيانات تشكل المواد الخام لأي نظام للمعلومات، فتعتبر المعلومات البيانات المصنعة والجاهزة للاستخدام، أي أن المعلومات هي البيانات التي خضعت للمعالجة والتحليل، بهدف توفيرها لاتخذ القرار

Information, in the current time, has come to represent a fundamental resource, to the point where the concept of power today has become linked to the ability to acquire information and to produce it. As such, institutions which strive towards development compete to be the number one in the acquisition of the right knowledge at the right time. In light of the rapid development which the economic field has known in general and the technological field specifically, it has become essential for the institution to interact with these changes which occur in the external environment. Control over the handling of information is regarded to represent a fundamental pillar and point of strength for the institution. In view of the importance of information it has become essential to deliver it to the decision makers of the institution. This is because it represents an important strategic asset that is relied upon and this goes back to the great importance which this latter matter occupies in respect to the handling if its functions and work, just as it contributes to increase the capability of the institution (the administration) to formulate correct plans, policies and strategies which lead it to achieve its objectives. Therefore, if the data represents the raw material of any information system, the information is considered to be the data which has been processed and ready to be used i.e. the information is the data which has been subjected to treatment and analysis, with the objective of making it available for decisions to be made.
