هدف البحث الحالى إلى وضع تصور لنشر ثقافة التخطيط الإستراتيجى لدى العاملين بالجمعيات الأهلية بمحافظة شمال سيناء، واتبع الباحث المنهج الوصفى، كما قام الباحث بإعداد وتطبيق استبانة لرفع واقع ثقافة العاملين بتلك الجمعيات، واستخدم الباحث بعض الأساليب الإحصائية لتحليل البيانات التى حصل عليها، سواء فى التحقق من صدق وثبات الاستبانة، أو تحليل وتفسير بيانات البحث للوصول للنتائج كالنسبة المئوية والمتوسط الحسابى والانحراف المعيارى، معامل ألفا كرونباخ (Cronbach's Alpha)، معامل ارتباط بيرسون (Person Correlation Coefficient)، معادلة سبيرمان، كما قام الباحث بمعالجة بيانات بحثه من خلال استخدام برنامج الحزم الإحصائية SPSS، وقد توصل الباحث إلى عدة نتائج من أهمها:- أن ثقافة التخطيط الإستراتيجى بالجمعيات الأهلية من خلال امتلاك العاملين بتلك الجمعيات لهذه الثقافة مازال يسير فى بدايات الطريق نحو تطبيق تلك الثقافة وممارستها وتحويلها إلى واقع فعلى - يوجد لدى المؤسسة المرونة الكافية لمواجهة التغيرات التى تحدث فى البيئة والتكيف معها، ويوجد نظام فعال للتحفيز وإثارة الدافعية والذى يتمحور دور الجمعيات الأهلية فيها كنواة وأرض خصبة للاتجاه نحو تأسيس نظام إدارى سليم مبنى على ثقافة التخطيط - وضرورة العمل على إنشاء نظام مؤسسى يختلف نوعياً عن البنى التقليدية، ودور منظمات المجتمع المدنى فى بلورة رؤية واضحة لتعزيز الشفافية والمسائلة داخل مؤسسات المجتمع المدنى المختلفة من خلال الانتقال من المجتمع الطبيعى إلى المجتمع المدنى، والعمل على إعادة هيكلة البنية التنظيمية لمؤسسات المجتمع، وقد سار البحث وفق ثلاثة محاور كما يلى: المحور الأول: التخطيط الإستراتيجى (الماهية والفحوى)، وتناول المحور الثانى: الجمعيات الأهلية بمحافظة شمال سيناء، (الماهية والفحوى) والدراسة الميدانية، وجاء المحور الثالث محتوياً على التصور المقترح المراد تقديمه لنشر ثقافة التخطيط الإستراتيجى للعاملين بالجمعيات الأهلية بمحافظة شمال سيناء.
The goal of the present research to develop a vision for the deployment of strategic planning culture among workers associations of civil North Sinai Governorate, and follow the researcher descriptive method, as the researcher has developed and implemented a questionnaire to raise the reality of the culture of working with those associations, the researcher used some statistical methods to analyze the data obtained, both in verification validity and reliability of the questionnaire, or analysis and interpretation of research data to get the results : percentage and mean and standard deviation (Cronbach's Alpha), (Person Correlation Coefficient), Spearman equation, as the researcher to address his research through the use of packets program data statistical SPSS, was the researcher to several results, including: - the culture of strategic planning civil associations through the possession of employees of those associations of this culture is still going in the beginning of the road towards the implementation of that culture and practice and turn it into real action - no organization has sufficient flexibility to cope with changes occur in the environment and adaptation effective system to motivate and raise the motivation there and centered role of NGOs in the nucleus and the fertile ground of the trend towards the establishment of a sound management system building on the planning - the culture and the need to establish an institutionalized system differs qualitatively from traditional structures, and the role of civil society organizations in the development of vision clear to promote transparency and accountability within the various institutions of civil society through the transition from normal society to civil society and the work on the restructuring of the organizational structure of the institutions of society, has walked Find according to the three axes as follows: first: strategic Planning (essence and tenor), eating a second axis: NGOs in North Sinai Governorate, (essence and tenor) and field study, and came third axis containing the proposed concept to be submitted to spread a culture of strategic planning for workers and civil associations in North Sinai Governorate
