هدف البحث إلى وضع ملامح استراتيجية مقترحة لتصميم منظومة للتعليم المفتوح داخل منظومة للتعليم المفتوح داخل منظومة التعليم العام بحيث تكون موازية للتعليم التقليدي وليست بديلا عنه. واستخدم البحث المنهج الوصفي والنظمي. وتكونت مجموعة البحث من الأفراد الذين يسكنون في أماكن بعيدة عن المدارس ويتحملون مشقة كبيرة في الوصول إلى مدارسهم والسجناء والمرضى والمعاقين الذين لا يستطيعون مغادرة مواقفهم لتلقى دروسهم. وأن الأفراد الذين محيت أميتهم ويرغبون في استكمال دراستهم وأبناء المصريين بالخارج الذين لا يذهبون إلى مدارس ويؤدون الامتحان في السفارة المصرية والأفراد الذين تمنعهم قدراتهم العقلية من مواصلة التعليم النظامي. وأشارت نتائج البحث إلى وجود مواطن للضعف والقوة في المنظومة التعليمية كنتيجة للمستجدات وعناصر البيئة الخارجية المتمثلة في المخاطر والفرص التي تتحها هذه المستجدات. كما أكد على إن التخطيط الاستراتيجي هو الوسيلة الفعالة لمواجهة متطلبات مجتمع المعرفة العالمي الجديد وتداعياته الثقافية والاجتماعية والعلمية خاصة تلك التي تؤسس في المراحل التعليمية الأساسية. كُتب هذا المستخلص من قِبل دار المنظومة 2018
The research aimed to develop a proposed strategy to design a system of open education within the open education system within the public education system that will be parallel to the traditional education and not substitute for it. The research used the descriptive and systemic approach. The research group consisted of individuals who lives far from the schools and bear a great difficulty in reaching their schools, and the prisoners, the patients and the disabled who could not leave their places to attend classes. The research group consisted also of the individuals who have erased their illiteracy and wish to complete their studies, the sons of Egyptians abroad who do not go to schools and take the exam at the Egyptian Embassy, and individuals whose mental abilities prevent them from continuing formal education. The results of the research indicate that there are of weaknesses and strengths in the educational system because of developments and the external environment elements, which are represented in the risks and opportunities provided by these developments. The research also stressed that strategic planning is an effective means to face the requirements of the new global knowledge society and its cultural, social and scientific implications, especially those that are established in the basic educational stages.
