|a بعد 20 سنة من اعتماد الجزائر لسياسات وبرامج في إطار دعم المقاولاتية وإنشاء المؤسسات الصغيرة والجهود المعتبرة التي بذلتها الدولة في هذا المجال، لا زالت النتائج المرجوة من وراء هذا التوجه دون المستوى المطلوب حيث لا يزال الاقتصاد الجزائري يعتمد في 98% منه على المحروقات، بينما يعتبر دور القطاع الخاص جد محدود في مجال التنمية والتشغيل، وعليه صار لا بد من إجراء تقييم شامل لمعرفة مدى فعالية السياسة المنتهجة بغية تصحيح النقائص الموجودة وإعادة النظر في دور هيئات الدعم والمرافقة وتفعيل جميع العوامل المساهمة في دعم المقاولاتية.

|b Twenty (20) years since Algeria has adopted policies and programs, that support Entrepreneurship and small enterprises’ creation, and considered all the efforts made by the State in this field, the results expected from this direction are still below the required level. Almost 98% of the Algerian economy still depends on fuel, while the role of private sector in the development and operation is very limited. Thus, it became a necessity to make a comprehensive assessment to determine the effectiveness of the adopted policy in order to correct the shortcomings and rethink about the role of support and accompaniment bodies, and to activate all the contributing factors to support entrepreneurship.
