|a شهد موضوع الانتخابات اهتماما كبيرا نظرا للدور الذي لعبه في عملية التنمية، وارتباطه بمجموعة عناصر تقوم بدور هام في تحديد الدوافع والموانع التي تؤثر على المواطن، فإن شارك فهي تحدد طبيعة ودرجة مشاركته، كما أن الاتجاهات السياسية والمتغيرات الاجتماعية وطبيعة الإطار السياسي تؤثر في تحديد مشاركة الفرد، فكلما كانت الدوافع أقل حدة كانت مشاركة المواطن أقل في مختلف صور المشاركة، زيادة على العقبات التي تقف أمام المشاركة في الانتخابات والتي تحول دون مشاركة واسعة.
