|a يعتبر الإعلام ووسائله من أهم عوامل نقل الحضارة، و إشاعة الثقافة الجادة، و دعم الفكر الصالح، و بث القيم الصحيحة في العادات و السلوك، و إصلاح البيئة الإنسانية، و تحقيق التواصل الاجتماعي و الثقافي بين الأفراد و المجموعات و الشعوب.\nفالنظام العالمي الجديد للإعلام في مراميه البعيدة يسعى إلى إقامة علاقة مساواة بدلا من علاقة إرسال من طرف و استقبال من طرف آخر و من ثم إقامة نظام على دعائم ديمقراطية، و حوار مخطط بين البلاد المتقدمة و البلاد النامية، تتفاعل آراؤهما ضمن علاقة متبادلة، يؤثر كل منها في الآخر و يتأثر به.كما أنه للإعلام الجديد خصائص يتسم بها مثل التفاعلية ،المشاركة والانتشار ،الحركة والمرونة،ا لتخزين والحفظ وكذلك اللا تزامنية، كما أن الأنماط التي يرتكز عليها فيها ما هو مرتبط بالتقنية القديمة وفيها ما يعتمد على التقنيات الجديدة فقط ،وفيها أيضا ما هو مرتكز على التقنيتين القديمة والجديدة. \n

|f The media and its means are from among the most important factors related to the transfer of civilization, the dissemination of serious culture, the promotion of upright thought, the dissemination of correct values related to customs and behavior, the reform of the human environment and the realization of social and cultural communication among individuals, groups and peoples.\nThe new world media order, in respect to its distant objectives, seeks to establish an equal relationship rather than a relationship of sending by one side and receiving by the other, thus establishing a system based on democratic foundations, and a planned dialogue between developed and developing countries, whose views interact in a mutual relationship, where each is affected by and impacts the other. The new media also has features by which it is characterized such as being interactive, sharing and diffusion, mobility and flexibility, storage and preservation, in addition to being asynchronous. Likewise, in the patterns underpinning it, there is that which is connected to old techniques and also that which is based only upon new techniques, just as there is that which is based upon both the old and new techniques.\nThis abstract translated by Dar AlMandumah Inc 2018.

|d Les Médias sont considérés comme l’un des paradigmes qui assurent la continuation des civilisations tout en assurant une réception exacte de l’information et des pratiques sociaux, pour maintenir les relations entre les individus, les groupes et les peuples et établir le contact socioculturel.\nLe nouveau système de médias, avec ses buts pertinents vise d’une part à assurer une relation équitable à tous les niveaux au lieu d’une relation envoi-réception, d’autre part maintenir un système basé sur des fondations démocratiques dans un discours planifié entre les pays développés et les pays en voie de développement qui se manifeste dans une idéologie partagée affectant les uns et les autres.\nLes nouveaux médias se distinguent également par les aspects de l’interactivité, la participation et la propagande, la mobilité et la souplesse, la conservation et la sauvegarde non instantanées.\nPar ailleurs, les différents médias ne se basent pas tous sur les mêmes techniques : certains sont directement liées aux anciennes techniques et méthodes, d’autres sont basées uniquement sur les nouvelles méthodologies ou techniques et enfin certaines se basent sur les deux simultanément\n
