تفتقر الجزائر للمواضيع التي تدرس ظاهرة اكتساب التكنولوجيا أو الأحرى ظاهرة امتلاك التكنولوجيا. والواقع أن معظم الدراسات حول هذا الموضوع نجدها في دول شرق آسيا وبعض بلدان أمريكا الجنوبية. تهدف هذه الورقة البحثية إلى محاولة تطبيق مقياس التصنيف CT، استناداً إلى الوظائف الثلاث التي أكد عليها (س. لال، 1987؛ م بيل وك. بافيت 1993، 1995). وسنحاول تطبيق هذا المقياس على حالة المؤسسات الكيميائية والصيدلانية في الجزائر. En Algérie rares sinon inexistantes sont les études qui envisagent comme problématique centrale une compréhension du phénomène d’acquisition technologique des entreprises, ni dans son aspect lié au processus d'appropriation des technologies, ni comme un instrument de création des Capacités Technologiques locales. En effet, la plupart des études sur ce thème concernent les pays de l’Est Asiatiques, les NPI et d’autres pays de l’Amérique du Sud. L’objectif de cette recherche est d’enrichir par un travail empirique, la création d’une échelle d’évaluation de CT, basée sur les trois fonctions mise en avant par (S. Lall, 1987 ; M. Bell et K. Pavitt, 1993, 1995). Une évaluation que nous avons essayé le l’appliquer dans le cas des entreprises des industries chimiques et pharmaceutiques. Les apports de cette recherche résident dans la construction d’une grille de lecture qui devrait permettre de mesurer le niveau d’une entreprise en évaluant leurs Capacités Technologiques. La construction d’une échelle d’évaluation de Capacités Technologiques ouvre des perspectives importantes en terme de recherche sur la dynamique d’Acquisition de Capacités Technologiques dans les entreprises des pays en développement à travers l’acquisition, l’assimilation et l’adaptation de technologies étrangères afin d’améliorer progressivement leurs capacités de production et d’innovation. In Algeria rare if not non-existent studies consider the understanding of the phenomenon of the acquisition of technologies by companies as a central problem, or in its aspect related to a process of acquisition of technologies, or as a creative instrument of local Technological Capabilities. Indeed, most studies deal with countries of South East Asians, NPI and other countries of South America. The objective of this research is to enrich the creation of a CT rating scale by an empirical approach, based on the three functions emphasized by (S. Lall, 1987; M. Bell and K. Pavitt, 1993, 1995). An assessment we tried to apply to the case of companies of the chemical and pharmaceutical industries. The contributions of this research lie in the construction of an analytical framework that should enable to measure the level of a company by assessing its Technological Capabilities. The construction of a Technological Capabilities Assessment Scale opens important perspectives in terms of research on the dynamics of Technological Capabilities Acquisition in companies in developing countries through the acquisition, assimilation and adaptation of foreign technologies to gradually improve their production and innovation capabilities. |
