المستخلص: The article aimed to shed light on how to identify the problem and find a solution to the problem. The article pointed out the most important evidence that reveals the existence of a problem, and one of these evidences is a state of dissatisfaction or tension. The article dealt with how to identify the problem clearly and explicitly to make the right decisions, not to neglect the problem, the formation of a working group to generate several creative solutions to the problem and identify the most important challenges to solve the problem. The article referred to the familiar and unfamiliar methods and ways to solve the problem, the most important obstacles facing the administrative apparatus of the state in its facing to the problems, the impact of hesitation in decision-making, and the reasons for hesitation in making decisions. The article found that the need for creativity is evident when the decision maker in the organization understands that there is a discrepancy between the actual performance of the organization and the targeted performance, and the lack of developing a new thought in the government work in addressing administrative problems is one of the most important obstacles facing the development of the administrative apparatus of the state.

هدف المقال إلى إلقاء الضوء على كيفية التعرف على المشكلة وإيجاد الحل للمشكلة. وأوضح المقال أهم الدلائل التي تكشف عن وجود مشكلة، ومن هذه الدلائل وجود حالة من عدم الرضا أو التوتر. وتناول المقال كيفية تحديد المشكلة بوضوح وصراحة حتى يتم اتخاذ القرارات الصائبة وليس الهروب من المشكلة، وتكوين مجموعة عمل لتوليد عدة حلول مبدعة ومبتكرة للمشكلة، وتحديد أهم التحديات التي تواجه حل المشكلة. وأشار المقال إلى الأساليب والطرق المألوفة وغير المألوفة لحل المشكلة، وأهم المعوقات التي تواجه الجهاز الإداري للدولة في مواجهته للمشكلات، وتأثير التردد في اتخاذ القرارات، وأسباب التردد في اتخاذ القرارات. وتوصل المقال إلى أن الحاجة إلى الابداع تظهر عندما يدرك متخذ القرار في المنظمة أن هناك تفاوتا بين أداء المنظمة الفعلي وبين الأداء المستهدف، كما أن عدم بلورة فكر جديد في العمل الحكومي في معالجة المشكلات الإدارية، يعتبر من أهم المعوقات التي تواجه تطوير الجهاز الإداري للدولة.
