The paper is an attempt to study the characteristics of Umayyad and Alavid government in "Hashmiat AL-Kumait Bin Zaid AL-Asadi", the Shia poet in Umayyad period. He is the most prominent Arab poets whose poems are rich set of human and political beliefs and ideas. He is a vanguard of binding literature that he used his poem as the trenchant weapon to defend the rights of AL-AL-Bait. He was able to insert the Shia meanings and its important doctrine in the structure of argumentative poetry and submit it in the Umayyad period. The government is one of the most important concepts and meanings that used by the poet AL-Kumait in Hashmiat. Government as a political and social necessity and trust of God should be used to attend people affairs and governor to be public servant. In his view, Umayyad have a worldly view to the government so in this way they attempt to distort and make an innovation in religion and law, and also behave unlike the Prophet's tradition, and more importantly disregarding social rights. But in the Alavid government, diplomacy is based on the religion, right, law, democracy and social rights. Accordingly, the purpose of this paper is to study, explain and compare the Umayyad and Alavid governments in Hashmiat AL- Kumait so principals and important basis of two governments will be obtained. The approach of article is descriptive and analytical based on the extraction of relevant verses from the Hashmiat.
