إن تقلص الموارد والاعتمادات المالية المخصصة للتعليم العالي في مصر والتي لا تتناسب مع التطور السريع لتقنيات المعلومات والاتصالات، واتجاه المؤسسات الأكاديمية لتحسين مخرجاتها من الناحية العملية، إلى جانب الحاجة إلى أن يأخذ التعليم العالي والبحوث الطابع العالمي لذا كان لابد من السعي نحو تطوير التعليم العالي في مصر لمواجهة تلك التحديات، ومن هنا جاء النظر إلى خبرة أوروبا الرائدة في هذا المجال، وكيفية الاستفادة منها من خلال مشروعات وبرامج الشراكة والتوأمة مع مؤسسات التعليم العالي المختلفة في دول الاتحاد الأوروبي والبلدان الشريكة؛ ولذلك سوف تركز هذه الدراسة على أكثر هذه البرامج نجاحاً وانتشاراً، وهو برنامج تيمبس، كأحد برامج الاتحاد الأوروبي لدعم وتطوير التعليم العالي في مصر والبلدان الشريكة يكمن الهدف الرئيس للدراسة في التعرف على مساهمة برنامج تيمبس كأحد برامج الاتحاد الأوروبي في دعم وتطوير التعليم العالي في مصر وعليه تحددت مشكلة الدراسة في الأسئلة التالية: - ما أهم البرامج التي يقدمها الاتحاد الأوروبي لدعم وتطوير التعليم العالي في مصر والبلدان الشريكة؟ - ما طبيعة برنامج تيمبس كأحد برامج الاتحاد الأوروبي من حيث (أهدافه- مجالاته- أنواع المشروعات التي يقدمها- إدارته وتمويله)؟ - ما أبرز مشروعات الشراكة التي قام بتمويلها برنامج تيمبس، والخاصة - بالتعليم العالي في مصر؟ - ما مردود تلك المشروعات على دعم وتطوير التعليم العالي في مصر والبلدان الشريكة؟ - ما أهم الصعوبات التي واجهت برنامج تيمبس عند تنفيذه في مصر؟ - ما الإجراءات المقترحة للتغلب على تلك الصعوبات لتحسين كفاءة البرنامج واستحداث برامج شراكة أخرى؟ وقد تناولت الدراسة عدة محاور هي: المحور الأول: أهم البرامج التي يقدمها الاتحاد الأوروبي لدعم وتطوير التعليم العالي في مصر والبلدان الشريكة. المحور الثاني: برنامج تيمبس كأحد برامج الاتحاد الأوروبي من حيث (أهدافه - مجالاته - أنواع المشروعات التي يقدمها - إدارته وتمويله. المحور الثالث: أبرز مشروعات الشراكة التي قام بتمويلها برنامج تيمبس، والخاصة بالتعليم العالي في مصر. المحور الرابع: مشروعات برنامج التيمبس وانعكاسها على دعم وتطوير التعليم العالي في مصر والبلدان الشريكة. المحور الخامس: أهم الصعوبات التي واجهت برنامج تيمبس عند تنفيذه، والتي تحد من انتشاره في مصر. المحور السادس: بعض الإجراءات المقترحة للتغلب على تلك الصعوبات لتحسين كفاءة البرنامج واستحداث برامج شراكة أخرى.
Modernizing and improving the higher education in Egypt is very important in order to face many challenges such as the reduction of the financial resources which specified for the higher education which is not suitable for the quick development of information and communications, in addition , the academic institutions work on improving their outputs in the scientific field. Moreover, there was a bad need for the higher education to be international. So, the experience of Europe as a leader in that field must be put in consideration, and how to get use of it through programs and co operational projects. So, the concentration in this study will be on one of the most successful program which is "tempus program". As one of the European Union’s program which support the modernization of higher education in Egypt and partner countries. The main purpose of this study is to recognize the contribution of the tempus program as one of the European Union’s program in supporting and modernizing the higher education in Egypt. The problem of this study is determined as following: 1. What are the programs that the European Union presents to promote and improve the higher education in Egypt and partner countries? 2. What is the main point in tempus as one of the European Union’s program including (objectives, fields, and kinds of projects that tempus present, management and funding)? 3. What are the most important cooperation projects that the tempus program has funded in the field of higher education in Egypt? 4. What is the reflection of these projects on promoting and improving the higher education in Egypt and partner countries? 5. What is the obstacle that faces the tempus program while they trying to apply it in Egypt? 6. What is the suggested procedure to overcome these obstacles, to improve the capacity of the program and get another cooperation projects? This study has tackled many axes The first one: the most important program the European Union to promote and improve the higher education in Egypt and partner countries. The second one: tempus program as one of the European Union’s programs including (objectives, fields, and kinds of projects that tempus present, management and funding). The third one: the most important cooperation projects that the tempus program has funded in the field of higher education in Egypt. The fourth one: the projects of the tempus program and it's reflection on promoting and developing the higher education in Egypt and partner countries. The fifth one: The obstacle that faces the tempus program while they trying to apply it in Egypt. The sixth one: the suggested procedures to overcome these obstacles, to improve the capacity of the program and get other co operational projects.
